Call to Order
President Laurie Eckert-Trapp called the September 13, 2005 meeting to order at 1:15 p.m.
Secretary’s Report
Motion to approve the minutes of the August 12, 2005 WJCIA Board of Director’s meeting, seconded. The motion carried.
Treasurer’s Report
STATEMENT OF ACCOUNT for August 2005. Motion made to approve the treasurer’s report. Seconded. Motion carried.
President’s Report
Correspondence
President Eckert-Trapp advised that Chris Pruitt sent an email that he has been given permission to have his named placed on the ballot for the 2005-2006 WJCIA Board.
Case Problem
The case discussed was a case involving Michigan and Wisconsin. A husband, age 60, and his wife, age 28, reside in Michigan but plan to move to Wisconsin. They delivered their baby in a hospital in Wisconsin. The mother has had two involuntary terminations of parental rights within 2 months of the birth of these children. The expectant mother is extremely low functioning as is the father.
A Temporary Physical Custody Request was done for the newborn child in Wisconsin. Michigan is refusing to accept this case even though the parents of the child still reside and Michigan and are receiving Medical Assistance in Michigan.
It was decided that venue could be in either Michigan or in Wisconsin. A suggestion was to contact interstate compact to see if this can be worked out between the states.
Department of Corrections Report
Shelley Hagan is the DOC contact. She was not able to make today’s meeting.
DHFS Report
Cathy Connolly, DHFS, was not able to make it today due to a legislative hearing.
Committee Reports
Conference Committee
There is currently no written memorandum of understanding but there has been contact with WJOA regarding the MOU.
Postcards will not be done for future conferences.
There are 200 registrants for the conference. Twenty-one are one-day registrations.
There was discussion regarding Ethics and Boundaries and how often to offer it at conference.
There will be sign in and sign out sheets at each session to monitor CEU’s.
There are nametags for the VIPS and for the Board Members for the dinner this evening.

The 2006 conference site appears to be Chula Vista in Wisconsin Dells
Newsletter Committee
The next Prima Facie deadline is October 7, 2005
Legislative Committee
An opinion from the Attorney General was requested with respect to information in Chapter 938 and Chapter 48 cases being entered in WISACWIS and the need to inform the client first.
The committee is reviewing SB385 which concerns CHIPS jurisdiction for children six or older who should be enrolled in school.
The committee discussed LRB2244/3 regarding trying to eliminate requirements school districts would need to follow before doing a truancy referral and make the only requirement that the school district needs to attempt to meet with the child’s parent.
A copy of AB82 relating to bringing the 17 year olds back into the juvenile justice system was discussed.
Training Committee
Trainers have agreed to increase the number of trainees for upcoming trainings.
The September and January trainings are full. There is a waiting list for the January training.
The Eau Claire training will be in June.
An exception by DJC was made for an intake trainee who was trained by a person in his/her county.
Recognition Committee
Three nominations were received
Fred Umland will be the 2005 WJCIA Recognition Award Recipient.

Region 1

Region 2

Region 3
They meet October 14, 2005. The topic is relinquishment
Region 4
No report.
Region 5
They met August 16, 2005 in Appleton. Topic was Hispanic culture. The next meeting is November 15, 2005.
Region 6
They met September 1, 2005. Foundations Counseling Center was the presenter. The next meeting is November 3, 2005.
Region 7
No report.
Special Assignments
WARP
1. WARP met in Fond du Lac in August and had a general discussion.
Tom advised that WARP meets in Fond du lac and if anyone is interested in being the contact, please see him.
WCHSA PAC Committee
They met on August 17, 2005 in Steven Point.
They discussed the OJA survey, proposed legislation, and PEP standards and timelines.
They discussed payments for relinquished children being a state responsibility instead of a county responsibility.
They next meeting is October 19, 2005.
Unfinished Business
Insurance payment was made.
New Business
There were 155 responses from 62 counties to the OJA survey.
