Glenda Cooper, Board President, thanked the Board Members for their hard work and support this past year.
The WCHSA platform letter was sent. Suggestions were made of other people and organizations that it should be sent to.
Dave Sarow’s second letter to Susan Dreyfuss regarding WiSACWIS and confidentiality issues was also sent and as of yet there is no reply.
Randy Celusta provided a form update and did inform the Board that the Forms Committee is looking for input on a revised TPC form.
Glenda Cooper asked questions regarding some ASFA requirements in relationship to a relative who is also the guardian, but does not get Kinship payments. Pam Eitland from the Department of Juvenile Corrections stated that if there is an agency with legal responsibility involved, she believes ASFA applies, but there are some differing opinions on this subject. The original intent was for court ordered placements and Kinship cases and this issue may be dealt with in the trailer bill. Pam also commented that the major issue at the ASFA trainings so far has been the issue of having the findings made at the time of sanctions. The trailer bill will hopefully also address this issue. Pam also responded to some questions regarding the ASFA requirements on correctional children. Pam stated that when a child goes to corrections, the county’s responsibility for permanency planning stops due to OJOR involvement and starts again when the child is released. If the State does aftercare, they do permanency planning. If the county does aftercare, then it is the county that is responsible for permanency planning.
The Conference Committee reported that 312 people registered for this year’s conference.
The Conference Site Committee reported that the 2003 joint conference between WJCIA and WJOA will be at the Ramada Inn, Eau Claire and the 2004 joint conference will likely be at the Kalahari in Wisconsin Dells. The contract has been signed; however, the juvenile officers have some concerns. A discussion regarding the possibility of a solo conference in 2004-2005 will be on the November agenda.
The Newsletter Committee reported that Fran Mohr has offered to clean up the multiple distribution lists we have for the joint conference. Kay Marose informed board members if they would e-mail their articles, then she could e-mail them to the printers so that they wouldn’t have to be retyped and hopefully we would get the newsletter in a more timely fashion. Articles are due at the November meeting.
The Curriculum Committee reported that the advance intake trainings as scheduled for 5/14/03 at the Park Inn in Wausau and 5/21/05 at the DOC building in Madison. Gary Lefler has developed contracts with the trainers. A notice will be put in the next newsletter.
Recognition Committee - recipient of this year’s outstanding juvenile intake worker award is Katherine Peterson of Douglas County. The board carried a motion that the winner of the award would get the conference registration paid.
Ellen Cheney reported on the September 4th WCSNA meeting, which included agenda items of statewide venue, combining technical advisory committees, ASFA, and the WISACWIS implementations. WCSHA is looking to reduce the number of technical advisory committees to three and want to combine the Juvenile Justice TAC and the Children and Family TAC.
Dave Sarow reported on the DJC TAC, which met on September 12, where there was a discussion with Steve Fernan from DPI regarding expulsions. The TAC committee also discussed youth aid funding and HSRS and WiSACWIS issues.
Kay Marose reported on the statewide venue committee. They have a seventh draft and will meet again in October. The latest draft will be e-mailed to the board members for them to review and provide suggestions for changes, etc.
Chris Pruett reported on the Committee for Sexual Offender Management and this committee is continuing to solicit responses on their surveys. They are considering handing out surveys at the Midwest Conference on Sexual Abuse. The proposal for implementation is due April of 2003.
