HIGHLIGHTS OF MINUTES
November 14, 2008

President’s Report
Election of Board member to fill a vacant position on the WJCIA Board : motion made for Shannon Schmidtknect from Columbia County to fill the open vacancy on the Board. Approved
Board member Emeritus:discussion was held regarding creating a new position to allow retired employees to participate in Board activities. All members present were in agreement with proposal. A motion was made to o appoint Randi Celusta “board member Emeritus”, motion carried.
By-law review for associate member: review of the by-laws determined there is no limit on the number of Board members who can be classified as associate members.
The By-Laws Committee was directed to review the by-laws and make recommendations for creating the Member Emeritus position as part of the by-laws. The By-Laws Committee will report back to the full Board at the next meeting.
Case problems:
Question from a member regarding the qualifications needed to be a certified intake worker. Board members present agreed that the State Statutes outline the qualifications and should be reviewed for persons with questions.
DCFS looking for suggestions and ideas to reduce costs. Board members present were unable to provide suggestions, however, did raise concerns about past practice where success has reduced funding. (i.e. Reducing the number of children placed in Corrections reduces the amount of Youth Aides that counties receive.)

DJC Report – Michelle Buehl
Michelle provided handouts for the Sex Offender Registration ordinance update. Michelle also reports this can now be located on the Sex Offender website.
Discussion was held regarding the ongoing web-based intake worker training. This is set to begin September 2009. Trial runs of the system will begin in January to allow for corrections and updates. There will be an administrative memo during December 2008 or January 2009 outlining how the training will be implemented.

DHFS Report – Julie Bachir
Julie reports there will be administrative memos sent out in the upcoming months to address the Adam Walsh Act, and Fostering Connections to Success and Increasing Adoption Act, which will be going into effect during the next year.

Committee Reports
Conference Committee
Attendance at the conference was somewhat lower than previous years possibly due to competing conferences. Planning for 2009 conference is going well.
Conference Site Committee
Conference for 2009 has been locked in at the Glacier Canyon Lodge in Wisconsin Dells and 2010 is scheduled to be at the Kalahari in Wisconsin Dells.
Newsletter Committee
The current issue of Prima Facie is in the process of being mailed out. The next deadline for articles is February 1, 2009.
Curriculum Committee
Discussed the web-based training option being presented and continued to review test questions.
Nomination Committee
A binder of information with is in the process of being created.
Legislative Committee
Discussed proposed legislation to possibly change waiver of juveniles to Adult Court.
Training Committee
Trainings for the upcoming year have all been set.
Information Technology Committee
There were some problems with the web-site server, it was reported to be down for a week.

Regional Meetings
Region 1- Met in October. Next meeting scheduled for January 21, 2009.
Region -2 Still in the process of scheduling a meeting.
Region 4 - Next meeting scheduled for January 2009.
Region 5 - Will be meeting on November 17, 2008. Homme Home will be providing a presentation on their facility and services.
Region 6 - Will be meeting on December 4, 2008 in Madison.
Region 7 – Met on November 12, 2008. Next meeting scheduled for February 18, 2009.

Special Assignments
WCHSA - Met on October 17, 2008. Discussed costs for returning 17 year olds to the Juvenile System, Residential Care Center costs, and possibly including DPI funding to assist with some of the placements costs. A review of the venue agreement was discussed. Next meeting is scheduled for December 19, 2008.
Ad Hoc Committee - committee is in the process of reviewing information for the transition process for Board members from one year to the next.
