Treasurer’s Report


Each committee chair needs to complete and send a budget to the treasure by the next board meeting.
The Position and Mission Statement Committee ordered one thousand brochures.



President’s Report


Correspondence
President Eckert-Trapp advised that she received a letter from Jefferson County Human Service Director Thomas Schleitwiler with respect to the WJCIA conference being a solo conference for 2005. This letter was also discussed at the WCHSA and at the TAC meetings. A letter will be drafted for Mr. Schleitwiler thanking him for his letter, highlighting that solo conferences have been done in the past to celebrate uniqueness, and emphasizing that WJCIA agrees that collaboration is highly important.
Case Problem
Input was sought for a 13 year old with eight first degree sexual assault counts and investigations still occurring. This youth has mental health issues also and is viewed as a sex predator. Homme Home in Neilsville was recommended.
Discussion about the Anchorage Program at Winnebago and whether other counties were experiencing delays in receiving reports. It appears that some counties have received reports later than they would have liked.
A question was raised about whether a child under the age of 18 can live with a person not a relative if the person becomes a guardian. It was decided that this could happen with an 880 guardianship.
Question was raised about a 16 year old that has taken a hunter’s safety course who took his father’s assault rife shooting at stop ahead sign. The bullets went through a 4x6 post. Consensus that this is endangering safety as there is a road ahead of the sign. A suggestion was to have the DNR pull the hunter’s safety and allow the youth to bow hunt but not gun hunt.
Question was raised about medication for a 14 year old that attempted suicide and was emergency detained. Psychotropic medications can be ordered in a Chapter 51 proceeding but not in a Chapter 48 proceeding.
Question was raised about placing a youth in foster care but later wanting the youth to go to Northwest Passages. Can this be done without a Temporary Physical Custody Request or Change in Placement? Under FPI, a post dispositional youth could be moved for behavior stabilization. It was agreed that the change is o.k. if previously ordered by the court, but not o.k. if there is no court order.
The 938 re-codification study is looking at a change so juveniles in ISP’s would not need to be seen each day the youth is in detention. There is also language to remove secure correctional facility and secure CCI. They are looking at smaller regional centers. They are also looking at cleaning up ASFA language. The committee will not put language for termination of parental rights warnings in 938.

Committee Reports

Conference Committee
Approximately 360 people attended the 2004 joint conference.
The September 13-15, 2005 conference is at the Sheraton in Madison, WI. The phone number for the Sheraton is 608-251-2300. Information is on the website.
Headline speakers are being discussed. Jackie Millar will will be available to come and speak again. Look at community programs in your county or surrounding counties for possible conference sessions.
Former WJCIA Presidents and ideas about who to bring back and what to do are also being discussed to honor the anniversary.
A theme is still being developed.

Newsletter Committee
New stationery and envelopes are available. The first issue of Prima Facie is out. There Themes were discussed for a particular issue. Board Members may need to start contributing articles. Due dates for articles are February 18, 2005 and May 13, 2005.

Curriculum Committee
Everyone passes the test in September with an average of 91.5%. A concern is that the training focuses on Chapter 938 and not much on Chapter 48.
Advanced training is scheduled for May 4, 2005 in Wausau and May 18, 2005 in Madison. Don Garber and Frank Vasquez will be the trainers. The fee for the training will be the same as before.

Membership Committee
WJCIA has 209 members total with more accurate information available at the next meeting.

Intake Directory
The packet that each county will receive after revisions are made will include a recognition form, membership form, detention facility list, and shelter care.

Legislative Committee
TABOR is being looked at being brought back by John Gard. The committee is watching this.
A discussion was held on threats to harm social workers. The committee has decided to look at having this reinstated.

Training Committee
The September training went well with the only issue was that someone was ordering food and extra coffee and billing it to WJCIA. There were 30 attendees and all passed the test.
November 29, 2004- December 3, 2004 has 33 registrants. January 24 –28, 2005 will be at the County Inn in Waukesha with 22 registrants. March 14, 2005-March 18, 2005 will be held at the DOC in Madison with 14 registrants as of today’s date.

Information Technology Committee
The website has an increased number of visitors. The agency page is the most popular page. 8:00 a.m. is the most popular time day. Tuesday is the most popular day The Committee will be looking at ways to improve the site through input from the membership.

Regional Meetings

Region 1
They meet November 24, 2004. Topics will be sex offender management and registry.
Region 2
Proposed meeting is 01-19-05 but the details are still being worked out.
Region 3
Group met in October in Eau Claire. Frank Vasquez talked for 1-½ hours with respect to legal questions. The next meeting is 01-14-05 in Eau Claire with educational advocates as presenters.
Region 4
Next meeting is 12-17-04.
Region 5
There is a meeting scheduled for 02-15-05. There is no agenda yet.
Region 6
A meeting was held 11-04-04. There was a general discussion and discussion about WISACWIS. The next meeting is 02-10-05.
Region 7
Next meeting is 12-14-04.



Special Assignments

WARP
Quarterly Meeting is today.
WCHSA PAC Committee
PAC met on 10-20-04. They discussed general committee items and the letter from Jefferson County Director Schleitwiler regarding conference. They discussed PEP plan and training issues. Intake training may be part of the plan. There was discussion on standards expected by the state. Everyone will be impacted who has contact with child welfare.
JC Technical Advisory Committee
There was a meeting held on 10-15-04. There was a budgetary discussion. Institution numbers are down. The amount of per child for care is increasing. Regional centers are being discussed. There is a meeting on 01-28-05 in Madison and on 04-22-05 in Stevens Point.
