HIGHLIGHTS OF MINUTES November 14, 2003

Treasurer’s Report - Discussion of transferring accounts to new treasurer. Dave and Kathy will continue to work together to transfer financial matters to Kathy. Discussion of board expenses. The Executive Committee will meet to come up with a recommendation for the full board for the January 2004 meeting. Motion made and approved to approve the Treasures report.
President’s Report – Chris Pruitt
Last year’s intake directory was faxed to the National Center for Juvenile Justice. This is the organization that sends out the Desktop Guide to Good Juvenile Probation Practice.
Discussion on use Electronic Monitoring used under a Deferred Prosecution Agreement
Concerns were raised regarding losing documents such as permanency plans and dispositional reports in eWISACWIS. There are also problems with spell check Documents have been lost when spell checked.
Department of Corrections Report – Pam Eitland
The Sex Offender Management Committee focused on needs for programming and training. Based on these findings, a grant of approximately $250,000 was awarded to DOC. The grant is for 18 months. With this grant funding, a person will be hired at .6 or 24 hours per week who will specifically be in charge of creating a clearinghouse of information and resources and for training.
The listening sessions appear to be going well. Sessions have been held in Madison and Eau Claire. There was better representation across the various service levels in Eau Claire than in Madison. Appleton has 21 people registered with 7 people being state employees. Some people feel that they weren’t getting enough information. It was felt that regional meetings, intake directory, prima facie and website were all good places to get information. Pam advised that there is an opportunity to vote on most important programming at these listening sessions. The information gathered is to be used to focus on resources that are most valuable with funding cuts that are occurring. Milwaukee’s session is on 11-25-03 and Rhinelander is on 12-05-03.
Emily Hartley is the contact person for Interstate Compact for juveniles.
Pam advised that at a regional supervisors meeting in Appleton, Kathy Zupan, DOJ, addressed victim issues. There were good handouts provided. There were questions that could not be answered. It appears that Chapter 938 was written to be vague so that counties could decide how to handle victim notification/services. Questions were raised about notification of juveniles when they are visiting or is notification just for release. When a youth is ordered to corrections, DOC notifies. If a youth is on aftercare, OJOR would send notice if the victim wanted notification. DOJ is interested in doing a joint training about victim services. It was decided by the Board that training in this area would be a good idea.
Committee Reports
Conference Committee - Committee reviewed the evaluations and comments. For the most part all of the feedback was positive. After discussion about whether to put comments and evaluations on the website, it was determined that this would not be done as presenters were not informed of this information being disseminated.
Dale thanked everyone for the hard work.
Kalahari is expanding. It will be necessary to be very organized.
President Pruitt will sign the thank you letters that will be sent to the presenters.

Keynote presenter for the 2004 Conference is Victor Vieth. The information is provided on the website.
There was discussion about the giveaway and whether to continue this. The budget for the giveaway is $10. The budget per head for speakers is also $10. By show of hands, there was no one that felt strongly about needing to have a giveaway.
Newsletter Committee - Corrections to the Prima Facie were done. The next deadline is at the February board meeting. New stationery is available.
Curriculum Committee - Thirty-one people attended the training. Thirty people passed the test and one passed the retake. The average test score was 90%.
Advanced intake training may be held in May 2004. Suggested topics include: CHIPS jurisdiction, Chapter 948 verses Chapter 48 burden of proof, jurisdiction, elements of the crime, probable cause.
Committee on Position Statements - The committee adopted goals, objectives, and timelines. Topics for new statements of philosophy are: services to 17 year olds, poor dental care for MA (legislative committee may want to look at this topic), and WISACWIS confidentiality.
The statement of purpose was recently modified to include child welfare. Committee advised the Board that they may want to review the WJCIA overall goals to determine if these need to be modified.
Membership Committee - 170 members total with 15 counties with no members are the statistics. Some of County’s without a member may be due to conference attendance.
Intake Directory - Information has been sent to the counties for modification or changes.
Forms Committee - Notice of Termination of Deferred Prosecution Agreement/Informal Disposition Agreement has been referred to Judy Mahlkuch. There is to be a meeting scheduled sometime in January.
Legislative Committee - A response letter will be given to President Pruitt to sign opposing AB101, which relates to the 3rd time alcohol offender being referred to juvenile court
AB550 relates to law enforcement’s ability to release information to the community or organizations about juvenile sex offenders. The PAC committee is in opposition to the bill. After discussion, a motion was made to authorize the committee to write a letter in opposition to the bill, to be signed by President Pruitt Motion carried.
SB312 is the new Threat to Social Workers Bill that came out on 11-11-03. This is the third attempt. Please talk about this at regional meetings.
Training Committee - 31 people attended the training in the Dells in Sept and 31 people attended the training Manitowoc in November.
The next training is 01-19-04 to 01-23-04 in Milwaukee. Registration is currently at 24 persons. March 22- to March 26, 2004 training is in Madison at DOC. The April/May training is in Eau Claire at a site to be determined. June will be in the Fox Valley area.
Information Technology Committee - The president-elect was given a disc containing the icon in various graphic formats. The link to the Desktop Guide to Juvenile Probation Practice is not working.
There have been no responses to the question/answer page Questions may be reduced from 2 to 1. The committee may also look at something to replace this is there is no response. There was discussion about how long to leave former conference information on the website. The committee will look at having some information from each conference on the site. The call for presenters will be put on the website.
Regional Meetings
Region 1- They meet next week. Topics will be eWISACWIS and grants.
Region 2 - They met on 10-08-03 in Rhinelander. There was discussion on juvenile restitution issues and programs. Conference feedback was that there were good, strong topics and the keynote speaker was liked. The only complaint was that they did not like the facility. Suggested topics for next year are ISP Programs, restitution issues, and working with Chapter 51 clients and professionals joined with Chapter 48/938. The Prima Facie crossword puzzle is liked. Next meeting is 01-28-04 in Rhinelander.
Region 3 - They met on 10-24-03. Attendance was good. A discussion was held about sex offender treatment and other programs. Next meeting is 01-24-04.
Region 4- May have someone from the ChalleNGe Academy as a featured speaker at the next meeting.
Region 5 - There is a meeting Tuesday. Pam Eitland is coming and will provide a DOC report. They will discuss proposed legislation and SACWIS.
Region 6 - Pam Eitland was the presenter at the last meeting and provided a DOC update. Next meeting is 02-12-04 and the topic is intake forms.
Region 7 - They met last Tuesday in Milwaukee and had a truancy discussion. A Racine County Judge goes after parents and fines the parents for failure to get the kid to school. Pam Eitland presented on finding from panel she served on for the federal child welfare review (Children and Family Services Review). It was advised that based on information provided by Pam, it is extremely important to know if there is tribal affiliation and to make a diligent search for an absent parent. After discussion, it appears that the important question relating to tribal jurisdiction relates to whether the person is a tribal member or is eligible to be a member of a tribe.
Special Assignments
WARP - Next meeting is 11-20-03 in Fond du Lac.
WCHSA PAC Committee - PAC met on 10-15-03. They discussed AB101 and AB550. PAC recommended resolutions opposing both. Next meeting is Wednesday in Stevens Point.
C Technical Advisory Committee - There is a meeting on 12-12-03. At meeting in Eau Claire, Dave raised topics of survey per James Moeser’s request from the DOC. He tried to see what information is needed and readily accessible. Information discussed was items such as DOB, gender, date of referral to intake, child held in custody, intake recommendation, date intake recommendation made, race, 72 our hold- sanction verses investigation. It appears that some information is easily accessed in some counties and in other counties would need to hand tabulated.
Statewide Venue- The committee has not met. There are about a dozen counties that have not signed the agreement but it is felt that most counties will sign the agreement. Menominee County and Lincoln County will not sign the agreement and there may be more. The PAC committee will do follow up with those counties that won’t sign the form to see what the issue(s) are.
