Conference Committee
Kathy Gourdine reported that there was a total of 310 conference attendees at the past conference in Wisconsin Dells. The conference committee reviewed their goals for the 2002 conference and believed they were all met. Dale Leonard passed out the comments from the conference participants. The committee made a decision that next year all participants, including one day participants, will receive the conference binder. The 2003 conference will be at the Ramada Inn in Eau Claire from September 24 to September 26. The committee is working to get Ron Glodoski as keynote speaker.
Conference Site Committee
Kathy Gourdine reported that the contract has been signed for the Kalahari in Wisconsin Dells for the 2004 conference.
Newsletter Committee
Fran Mohr is working on updating all the addresses and putting mailing lists together for the printer. Kay Marose will contact WJOA regarding their mailing lists and ask them to update the list and provide it in a format that is easily utilized by the printer.
Curriculum Committee
Gary Lefler reports that contracts are ready for the trainers for the “Advanced Intake Training” in May of 2003. The fee for the training will be $35.00 for WJCIA members and $55.00 for non-members.
Committee on Position Statement and Missions
Fred Umland reported that 35 people signed in at the preconference at the Wisconsin Dells. Of those 35 people, 18 were board members. A decision was made by the committee to drop the preconference idea for the time being. However, they asked the conference committee to continue to provide pre-registration the Tuesday night before the conference. Fred also reported that the committee is continuing to look at issues of efficient processing of cases through juvenile court. The committee will also continue to look at WiSACWIS and the confidentiality concerns that have been expressed in the past. The committee feels we need to continue to address this issue and Dave Sarow will write a letter to Secretary Thompson with a copy of all the correspondence thus far regarding this issue.
Intake Directory Committee
Information for the intake directory is due back from the Counties by December 6. A discussion followed regarding the possibility of e-mailing the intake directory to members.
Manuals Committee
Darrin Dannhoff reported that there will be going through the new Desktop Guide four chapters at a time. The committee will be looking at how it relates to the intake process in Wisconsin. The committee would then determine whether we want to provide supplements that would be Wisconsin specific.
Forms Committee
Laurie Neis reported that she is lobbying for a one page TPC vs. the two-page form, which would include the ASFA wording. A discussion followed as to how we will get all new forms to the membership and a suggestion was made that we mail a directory of all forms along with the website where the intake workers can find the forms and also include the information that workers can contact their county juvenile clerks for the forms. The Board agreed that Laurie would coordinate with Gary to see if this information could go out in the intake directory information.
Legislative Committee
Darrin Dannhoff reported that Pam attended the legislative committee meeting and informed them that draft 7 of HFSS 44 was completed in September. The committee discussed that the final version may have to wait until the trailer bill goes through next year. Pam also discussed with the committee the trailer bill to Act 109. She asked the committee’s opinion about DJC proposing that a TPC hearing not be required for kids who are TPC’d to home with conditions.
Special Assignment
WCSHA – Ellen Cheney reported there is a proposal to reduce the Juvenile Justice Technical Advisory Committee from seven to four. WCHSA would combine Children and Family’s Committee with the Juvenile Justice Committee. There would only be eleven members on the combined committee. The members would be appointed by the chair person who would be County Directors.
DJC TAC – Dave Sarow reported that the DJC Technical Advisory Committee met on November 1, 2002, and discussed the information systems HSRS/WiSACWIS interface. Additionally, at the Technical Advisory Committee, a member from DPI spoke regarding school expulsions. He said DPI collects aggregate, not individual data. The goal of the Technical Advisory Committee is to assess what is happening to expelled kids – where are they ending up? There was also a discussion about State aid to school districts. A suggestion was made that they build in a disincentive for schools to expel kids.
Old Business
Sole vs. joint conference for 2005 – There was a lengthy discussion around the pros and cons of having a solo vs. a joint conference for 2005. The decision was that prior to the entry of any contract for a facility for the 2005 conference, the issue of joint vs. solo conference will be revisited by the Board.
Website Discussion
Chris Pruitt and Fran Mohr provided information regarding designing a website for the WJCIA. A motion was made and carried that there be a standing committee called Information, Technology committee with at least three members.
