Treasurer’s Report
STATEMENT OF ACCOUNT for March 2005 and April 2005 were passed out. The increased revenue is money from Bayfield County for training and money received for the advanced training. Motion to approve the treasurer’s report. Seconded. Motion carried.
There was discussion about the Certificates of Deposit that expire on May 24, 2005 and June 6, 2005. Motion to put $15,000 in a 21-month variable CD. Seconded. Motion carried.
Motion made to let the treasurer use her financial discretion with the CD that is due in June. Seconded the motion. Motion carried.
President’s Report
President Eckert-Trapp indicated that Glenda Cooper was sent a letter thanking her for going to the Threat to Harm Social Workers Public Hearing. Glenda was appreciative of the letter.
The Memorandum of Agreement with WJOA is available for review. The WJOA Board meets June 3, 2005, and this will be reviewed at their meeting. WJOA is proposing that the conference be the last week in September in Manitowoc.
Case Problem
1. There was discussion about a trainer indicating that social workers aren’t to lie to try to get a confession when talking to an alleged perpetrator in a Child Abuse/Neglect investigation. After discussion, it was determined that the role of the social worker is protection of the child. The police officer should be doing the questioning and trying to get the confession from the perpetrator
2. Suggestions were sought for a child who was a special needs adoption at age 9. The child is now age 12 and the adoptive parents don’t want the child anymore and refuse services. The adoptive parents have an attorney who will be filing a CHIPS petition. The parents plan to TPR as soon as possible. A suggestion was made to contact to the Adoption Resource Center. It is probably beneficial to have the child out of the home based on the parents’ view of the child.
Department of Corrections Report
A. The next DJC newsletter will be sent next week.
B. The 72-hour hold was seen as a useful tool based on the informal survey recently done.
C. OJA talked to NCCD about federal requirements for incarceration and the ACE program in Racine. NCCD sets requirements for post dispositional incarceration and the ACE program is pre-dispositional. Zimmerman Consulting will be reviewing the ACE program to figure out how it works and if it is successful.
D. An Administrator Memo went out on intake training and the content of the training.
E. Part of the proposed Executive Budget Bill was to move CIP funding to OJA so that OJA could use federal funds to supplement the CIP funds. Joint Finance reversed this decision and CIP funding will stay with DJC. Gang initiative money and a half position will also be at DJC. This is still undecided.
F. Act 5- Release of Juvenile Sex Offender Information to the Community is effective May 17, 2005. DJC met with many people to determine what would be done with people on the registry who thought the information was confidential. DJC sent a letter to every sex offender telling him or her to contact call the county agency. The juvenile sex offender can contact the Public Defender to assist with court action to get name off registry. The Department of Justice will be responsible for training law enforcement on the release of information.
Committee Reports
Conference Committee
1. Draft copies of the conference grid were passed out. Waiting for two contracts.
2. Invitations will be sent to the original board, past presidents, and other dignitaries for a dinner on Tuesday evening. There will also be hospitality rooms on Wednesday and Thursday during the conference.
3. A site visit was done.
4. Brochures will be sent when information has been received.
5. Case examples are needed for scenarios of Chapter 48/938/51 cases.

1. The newsletter will go out when all information for the conference is received.
2. An article on Act 5 will be done for Prima Facie.
3. The increased cost of intake training and information on recognition will be in Prima Facie
4. The President will also submit a letter for Prima Facie.
Curriculum Committee
1. Eighty people attended advanced training in Wausau. There were mixed reviews with respect to the speakers
2. The Madison training is next week.
Committee on Position Statements
The WJCIA Board will review Act 5 and determine at a later date if this should be referred to the Committee on Position Statements.
Nominations
Committee might need to look for persons interested in becoming a WJCIA Board Member.
Membership Committee
1. WJCIA has 235 members.
2. Five counties are not members
3. Membership recruitment letters have been sent.

Legislative Committee
1. AB99/Act 5 was discussed. Workers may want to provide information to youth that they could be placed on the registry and the impact this has as part of the intake inquiry.
2. SB24 (Threat to Harm Social Workers Bill) has not had any activity. Senator Brown is looking for information from the southeast region, as this is where opposition appears to be.
3. The committee is tracking AB82, which would place 17 year olds in the juvenile system.
Training Committee
1. The next training is May 23-27, 2005 in Eau Claire. Twenty-six people are registered.
2. The September 26-30, 2005 training is the first training with the increased fees. It is anticipated that there will be a $3000-$6000 deficit for this training budget.
3. There was discussion about going to 4 trainings instead of 5 trainings per year.
Information Technology Committee
1. People viewing the website was down last month.
2. Agency page was popular.
3. Conference information will be available when contracts and pertinent information are received.

Special Assignments
WARP
The WARP conference started yesterday in Madison and continues today
WCHSA PAC Committee -
1. They met on April 20, 2005. They went over motions to the board. Quarterly meetings with Helene Nelson were requested with respect to PEP. It was suggested that juvenile justice persons also be included.
2. The committee discussed Act 5.
3. They discussed CIP funding and incentive funding for supplementing JAIBG funds. JAIBG funding is much lower in 2005 than it was in 2004.
4. Committee discussed funding for POSIT screening tools for mental health and substance abuse.
5. The legislative platform for WCHSA is that juvenile justice should be with DHFS.
6. They discussed that in other states schools pay for part of the cost of RCC placement.
7. They meet June 15, 2005 in Madison.
JC Technical Advisory Committee
They will meet on July 14, 2005 in Milwaukee.
Statewide Venue
There is question about Milwaukee County may be signed on by the bureau but juvenile justice is not signed on.
