HIGHLIGHTS OF MINUTES May 7, 2004

President’s Report
A request for a letter of support was received from Jodi Gunther at the Wisconsin Association of Homeless and Runaway Services. President Pruitt sent a letter of support as this has been the practice for numerous years.

Department of Corrections Report
“938 Hot Topics” will be offered at Eau Claire, Madison, and Wausau.
The Milwaukee Boys and Girls Club has received a federal grant that allows them to work with those juveniles in placement at Ethan Allen. Boys who come out of Ethan Allen will automatically have a mentor assigned to them.
The Governor announced his children’s initiative at the Governor’s Summit on the Prevention of Child Abuse and Neglect last week. The Governor wishes to reduce the prison population by starting with abuse and neglect. The Children’s Service Society will post the results of the summit and will list the priorities on their web site.
If aftercare is done by the state for a young person leaving corrections, independent living will be provided by the state along with room and board and a Daniel Memorial Box. If no after care is done by the state, it is the county’s responsibility.


Committee Reports

Conference
Final Contract with Kalahari will be signed this week.
The grid with breakout sessions is in the final phase.
Most of the contracts have been received.
Frank Vasquez will have his own breakout on Chapter 48 and Chapter 51.
Jackie Millar’s presentation will be moved from Friday to sometime during the week.
There will be a breakout session with a panel on Thursday afternoon consisting of Bob Mattice, Pam Eitland, Marilyn Kraus, and Frank Vasquez.

Conference Site Committee
LaCrosse only has the week of Labor Day open and nothing in October. There was a suggestion to look at August in LaCrosse as another option. Manitowoc Holiday Inn is still interested.

Curriculum Committee
At the training held March 29-April 2, 2004, 29 out of 30 people passed the test. The person that did not pass the initial test did pass the retake.
Frank Vasquez and Don Garber will do advanced training in May 2005. The Wausau technical school and the UW Center will not work as training sites as there are issues with fees and a ninety day confirmation. The committee is looking at the Park Inn in Wausau as a site.

Committee on Position Statements
The committee is suggesting a change to one of the statements of philosophy relating to the use of secure detention.

Legislative Committee
The legislative committee met yesterday. They discussed the Tax Payer Bill of Rights (TABOR). This bill of rights would allow tax increases for only certain things. You would need a referendum to obtain approval for additional tax increases. The referendum is binding and the governor can’t veto it. This is no longer in front of the legislature but the committee will keep an eye on this to see if there will be a special session.
DOC346 was discussed. DOC346 is the Administrative Rule regarding use of secure detention facilities. In the revised language there is a concern about who has the authority to place kids in detention. It appears that law enforcement could take kids to detention without an intake worker’s authorization. This is not consistent with the state statute. DJC was not noticed of the public hearing on this revised rule. The committee will send a letter to key persons noting our concerns.

Newsletter Committee
Looking to move printing to another printer. The prices from another printer look good at this point. The move would not occur until after the conference brochure and the newsletter are mailed.
Conference committee is working on providing information for the conference brochure and newsletter.

Nominations Committee
A packet of information was put together that was sent around for all board members to review. The packet contained board member expectations, WJCIA Position Statements, WJCIA statement of philosophy, committees, and by laws. The president/president elect will need to provide a cover letter advising when and where the WJCIA Board meets.
The nominations committee is Gary Lefler, Chippewa County, Tom Henry, Columbia County, and Jeff Weiler, Sauk County.

Training Committee
The training for 06-14-04 to 06-18-04 in Eau Claire is full.
Eighteen people are registered for the Wisconsin Dells training on 09-27-04 to 10-01-04.
The 11-29-04 to 12-03-04 training in Manitowoc has 4 registrants.
The January 2005 training will be in the southeast region. The March 2005 training will occur in Madison. The May 2005 training will be in Eau Claire.
The Committee is working on a new set of trainers.
The Basic Intake Trainers will receive a 3% increase effective July 1.
There is an Administrative Rule that states that intake workers may not be trained by someone who works for their county. This affects Clark County and Waukesha County. There are no waivers.

Information Technology Committee
The committee spoke to the current web page server. There may be slight increase but no fee was quoted. There are no responses to the questions posted.
There was a question about whether email addressed should be removed from the website. There was consensus that email information should be provided on the website


Regional Meetings

Region 1
The next meeting is 05-26-04 with teen court being the topic.
Region 2
No update since the last meeting.
Region 3
Next meeting is 07-09-04 in Eau Claire. Presentation will be done by the Cottonwood Group Home. Workers are to bring samples of what the county uses for drug screens. Last meeting was 04-16-04.
Region 4
No report.
Region 5
Next meeting is 05-18-04 in Appleton. Danny Stone from Rawhide will be the presenter.
Region 6
May 13, 2004 is the next meeting. An announcement was made that all attendees need to bring a nomination for the WJCIA worker of year.
Region 7
They will meet in June.


Special Assignments

WARP
The 22nd annual conference is next week on Thursday and Friday at the Maritime Museum in Manitowoc. The conference is a day and a half. Some of the topics are early childhood brain development, building and maintaining partnerships, CASA, team building, and understanding class and poverty.
Statewide Venue
As of April 15, 2004, the following counties have not signed the intercounty agreement: Menominee, Lincoln, Barron, Rock, Brown, Columbia, Racine, Manitowoc, Vernon, Monroe, Chippewa, Langlade, Oneida, Adams, Rusk and Sawyer. Grant County wishes to take their name off the intercounty agreement.
Minor changes have been made to the agreement relating to courtesy supervision and notifying the county if a family has moved even if the county is not asking for courtesy supervision. The committee took out the availability of adequate programming in the new county for the transfer of venue. There were also minor changes to the courtesy supervision protocol and suggested good practices. The revised agreement will be sent to the Webmaster to be put on the website. DOC and DHFS will be asked to put it on the website.
The committee wants to educate District Attorney’s and Judges about the intercounty agreement.
Committee for Sexual Offender Management
Group is working on the curriculum with a day and a half training on a Monday and a Tuesday. Monday will be ½ day of sex offender theory, typology and recidivism. Tuesday will be a full day on management of sex offenders in the community, psychosocial evaluations, implementing services, risk assessments, factors relating to risk, family issues, and supervision standards.
Other discussion included a team approach to casework with the therapist, social worker, legal staff and how to bring all providers in to work as a team.
