HIGHLIGHTS OF MINUTES
March 3, 2006

President’s Report
A letter was sent to Sylvia Jackson on behalf of WJCIA indicating the Board will continue providing training for basic intake workers. The letter was also forwarded to the “Training Partnerships.”
WJCIA Board also sent a letter of support to the Wisconsin Association of Runaway Programs.
Department of Corrections Report
Gretchen Koubnick reports there continue to be numerous staff changes within the Department of Juvenile Corrections. Gretchen also reports that Pam Eitland will be providing an upcoming training on open records policy. Gretchen is excited to report that Board Member, Randine Celesta has joined the Division of Juvenile Corrections as a Grant Specialist and will continue work on the Going Home Project, currently being administered through a grant by the Division of Juvenile Corrections.
Randine Celesta spoke briefly on her involvement in the Going Home Project, indicating she will be putting together information packets for counties to assist them with reintegrating juveniles from correctional facilities back into their home community.
Gretchen reports several Legislative updates. She reports both Sylvia Jackson and Shelly Hagen testified in favor of SB-24, the Threat to Harm Social Worker Bill. The Board is very thankful for their efforts.
Committee Reports
Conference Committee
Progress towards organizing this year’s conference is moving along very well. The opening keynote speaker will be Rick Bentz, providing his presentation on “Dark Side of the Internet”. Frank Crasafi will be providing the WJCIA Legislative update on Thursday afternoon Other break out sessions include education, restorative justice, female offenders, Interstate Compact updates, and Juvenile Drug Court.
Newsletter Committee
Prima Facie will be coming out shortly. The next deadline date will be May 15, 2006 for articles to be submitted.
Training Committee
At the last training, 7 of the 44 attendees failed the final test with 4 of those 7 failing the re-test. Upcoming scheduled trainings are for March 2006 and June 2006. Beginning in September 2006, the Training Committee indicates the Board will go back to five training sessions per year with a limit of 35 attendees per training.
Legislative Committee
Would like the Board to continue making efforts to have persons testify in favor of SB-24. In particular provide examples of social workers who have had threats made against their families or property that could be provided to the State Assembly.
Update on HFS-44. The committee continues to work on definitions, etc. They will post a draft on the Wisconsin State Government website after next Thursday for review and feedback.

Recognition Committee
Committee is still looking for recognition applicants.
Intake Directory
Ellen reports e-mailing the directory went very well. It has also prompted updates from counties that had not provided updated intake directory information.
Committee on Position / Mission Statement
Committee will continue to work on a position regarding placing 17 year olds back into the Juvenile Court System.

Next meeting scheduled for April 21, 2006 in Eau Claire. There will be a presentation on a prison program offered by Jackson County Correctional Facility.

Special Assignments
WCHSA
WCHSA continues to monitor HSF-44, PEP updates, and eWisacwis regarding their impact on Juvenile Justice issues. The next meeting is scheduled for March 31, 2006.
