HIGHLIGHTS OF MINUTES March 26, 2004

President’s Report
A letter of resignation from WJCIA Board Member Barbra Harriman was received. A motion and second was made to accept the resignation. Motion carried.

Department of Corrections Report
Charles Tubbs is the new Administrator at the Department of Corrections. Mr. Tubbs is a former deputy police chief for Beloit. He has experience on the national level with homeland security and with the gang resource center.
The first meeting for the development of curriculum for sex offenders was held. Pam distributed Administrator Memo 04-01 and Administrator Memo 04-02, Community Intervention Summary from the last fiscal year.


Committee Reports

Conference
At a joint meeting with WJOA was held to review and sign the contract with Kalahari, the manager from Kalahari was still working on the contract.
The committee is requesting Frank Vasquez conduct a session on Chapter 51 and how it relates to Chapter 48.
The conference theme for 2004 will be “To Serve Our Future- Our Children”.
The breakouts are full. The committee is no longer accepting applications.

Conference Site Committee
A solo conference in La Crosse is the first choice by board members for the 2005 conference.

Curriculum Committee
The committee is finalizing the plans for the advanced training on Chapter 938 and Chapter 48 jurisdiction. It is anticipated that each training will be half a day in length. Each topic will be covered during both the morning and afternoon sessions on two separate days in April/May 2005. Sites will be in Wausau and in Madison.

Committee on Position Statements
The committee may look at minor changes to one of the statements of philosophy.
The committee discussed SACWIS and confidentiality concerns.
The committee has been working on finalizing language for the brochure.

Membership Committee
Currently, WJCIA has a total of 196 members.

Intake Directory
Directory has been distributed.

Legislative Committee
SB312 (threat to Social Worker Bill) did not get into the assembly for vote. The session is now over. Thank you letters to the sponsors expressing an interest in getting the bill introduced again next session will be prepared and sent. A reminder letter will also be sent when the session is ready to start.
There may be a possible special session regarding the Tax Payers Bill of Rights. This bill of rights would allow tax increases for only certain things. You would need a referendum to obtain approval for additional tax increases. WCA is against, as this bill of rights could impact our ability to provide services.

Training Committee
The Madison training scheduled for next week is full.
Twenty-three people are registered for the 06-14-04 to 06-18-04 training in Eau Claire. This training will be the last training of the fiscal year.
Six or seven people are registered for the Wisconsin Dells training for the 09-27-04 to 10-01-04 training.
The November training will occur in Manitowoc.
The January 2005 training will be in the southeast region.
The March 2005 training will occur in Madison.
The May 2005 training will be in Eau Claire.

Information Technology Committee
The top three visited pages on the WJCIA website are Conference 2004, What’s New, and the Board of Directors page. There are no responses to the question posted.


Regional Meetings

Region 1
The next meeting is 05-26-04 with teen court being the topic.
Region 2
Meeting was 03-10-04 in Rhinelander with a general discussion. The next meeting is June 9, 2004 in Rhinelander. The topic will be restitution policy and procedure.
Region 3
Next meeting is 04-16-04 in Eau Claire.
Region 4
The next meeting is tentatively 04-30-04
Region 5
Next meeting is 05-18-04 in Appleton.
Region 6
May 13, 2004 is the next meeting. An announcement was made that all attendees need to bring a nomination for the WJCIA worker of year.
Region 7
They will meet in June.


Special Assignments

WARP
WARP conference is the second week in May. The conference will be one day instead of the 1 ½ days it was in previous years.
WCHSA PAC Committee
Kerrie Bischoff’s report from OJA with the three-year plan was discussed. It appears that coordination of child abuse and neglect and juvenile justice is required along with reducing the caseload of probation officers. There is also a plan to share child welfare records with the court and discussion about access to juvenile records.
The issue with CPS and WISACWIS with court-attached intake offices was discussed.
The inter-county agreement is up for review this spring. Please get your comments and feedback to Pat Voss, Waukesha County.
Mike Tiber, Director at Iowa County Social Services, expressed concern with the Safe Havens Laws. If your county has a hospital where a baby that is severely disabled is relinquished, your county will pay the bill. If the baby is not adopted after 2 years under state custody, the responsibility of care and payment is returned to the county where the baby was born. He is pursuing a change as this could financially devastating to county’s where there are relinquishments.
There could be funding for automated POSIT. There is a meeting relating to this in Madison on 05-19-04.
Collaboration with Law Enforcement with respect to child abuse and neglect investigations is required per DCFS 2004-05 memo.
JC Technical Advisory Committee
Next meeting is 05-21-04. The subcommittee for the proposed web page for county data collection draft is awaiting approval by several committees. Data relating to the number of referral for delinquency, JIPS, and CHIPS, recommendations for each case, and an unduplicated number of youth being served are areas that the subcommittee wants to collect. A memo of understanding needs to be worked on.


Unfinished Business

There was continued discussion regarding the nomination of officers.
There was discussion regarding the Chairperson for each committee. The President appoints the Chairperson(s) of each committee.
The By Laws indicate that the President shall appoint three committee members who are not board members. The committee shall report to the secretary. President Pruitt will contact three people to serve on the nominating committee. President Pruitt will then give these names to Matt Wecker, liaison to the nominating committee. Matt will send out the packet of information to nominees. Matt will report to the secretary about those interested tat the general meeting. Matt will prepare the ballot for the election.
The nomination committee needs to inform new members about each of the committees, board responsibilities, the first meeting of the WJCIA board including where we meet, and who the WJCIA Board is. There should be a standard packet of information for nominees. This packet is to be provided to the proposed interested nominee by the nominating committee prior to the election.
