Case Problems
1)case discussed at last board meeting involving an adult who was also facing juvenile charges. The client had three charges pending from juvenile system. One was waived and the other two went to disposition in juvenile court. The court ordered conditions for the order, but did not order the county to supervise. The order is believed to exist between client and court only. The court could call back for review if so desired
2)WI DOC looking for placement of 17 year female (turns 18 end of 07/09) with no family and in need of AODA/mental health care. Suggested options include referral to adult services from the county of origin and referral to Independent Living Skills.
3)3. Discussion on interagency agreement as it pertains to secure detention costs. Several counties have had issues with Milwaukee County not covering cost of secure detention when their clients are placed in other counties. Kay Marose reports she has received information that Milwaukee County policy is to waive the fee for other counties when their clients are placed in Milwaukee Secure Detention. Based on this policy, Milwaukee County will not pay other counties to hold their clients.
4)Looking for ideas to reduce the duplication of services to victims by intake workers and victim/witness offices. All members present agreed it is necessary to follow statutory guidelines with this issue.
Jonelle was present from DCF to provide an update with handouts on the proposed change to a “level of care system” for placing children in alternate care. The change is part of the Federal Fostering Connections and Adoption Act. DCF is planning to have the Level 1 and Level 2 guidelines in effect by 01/01/2010. Part of the change would include using an assessment tool to help agencies match a child to the level of care placement they require. This change will also address how foster homes are licensed and requirements for kinship care. Anyone with questions or in need of handouts should contact Jonelle.
Lance provided several handouts regarding placement of juveniles in adult institutions and information on waiver of jurisdiction to adult court. In October 2009 there will be trainings addressing evidence based practice/programs. The training is expected to be free of charge. Contact Lance for more information or handouts.
Conference Committee
Planning for conference 2009 continues to go well.
Conference Site Committee
The 2010 Conference will be at the Kalahari.
Newsletter Committee
Next edition of Prima Facie will be out in next couple of weeks. Kay Marose reports she will co-chair the committee with Anne Achter for the upcoming year. She recommends more members should consider being on the committee due to the higher level of work needed to produce the news letter.
Curriculum Committee
Continuing to work on the Back to Basics Training scheduled for May 2010 in Wisconsin Dells and Wausau.
Nomination Committee
Jodi requests board members not returning for the 09/10 year to notify her ASAP, no later than the summer meeting August 6&7.
By-Laws Committee
Committee met; recommends no changes to the by-laws. No objections noted at current time.
Training Committee
Committee reports the last 5-day training has been completed. The next training scheduled will include the web-based 2-day online training. The cost has been adjusted to $105 for the training. The county will be responsible for registering and providing needed materials for the training. An administrative memo has been issued regarding the on-line training.
Information Technology Committee
There was a request to increase size of the bandwidth of the website in order to put the on-line registration on the site. This is expected to cost an additional $30-$50. Motion made and past.
Recognition Committee
Only one nomination reported at the current time.
WCHSA
Discussed need for data collection for Independent Living Skills Survey required for 17, 19, and 21 year olds. Currently, WCHSA is recommending the State complete the surveys versus the counties taking on the added responsibility.
AdHoc
Presented a binder to help organize needed materials for the board transition process from year to year. All members were in favor of using the binder in upcoming years.
