Report that Association is in good financial shape at the current time.



President’s Report

Correspondence
President Darren Dannhoff reports he received correspondence from WJOA requesting WJCIA make a commitment for future conferences, whether they be joint or solo and respond to WJOA in order to begin future conference planning. A lengthy discussion followed regarding this request from WJOA
Motion made: WJCIA will have its conference in September 2007 at the Country Springs Inn at Stevens Point, WI and invite WJOA to join them, requesting that WJOA respond by September 1, 2006 with their intention for conference in 2007. The motion was approved. President Darren Dannhoff will respond to WJOA President, Ned Seubert with a letter updating of today’s vote.

Case Problems
Member reports they are experiencing an increasing number of delinquents with no parental involvement. Asking Board members if they are aware of County judges ordering parents into services and holding them in contempt of court if they do not comply. Report Wood County includes language directly into the court report that parents are given at the time of disposition. The wording for the conditions in the reports are as follows: “If Mother and/or Father fail to comply with the obligations in this court order, they may be held in contempt of court.”

Other Business
A request is made to Board members to help find nominees for replacement of the non-returning Board members. At least 4 Board members will not be returning.



Department of Corrections Report

Gretchen Kubnick unable to attend. Handouts with updates on the Department of Juvenile Corrections Re-Entry Program, including an update on a DVD training of this program that is now available. The Department of Juvenile Corrections will be providing training beginning on June 9, 2006 on this topic starting in Eau Claire at a regional supervisor’s meeting from 9:30 a.m. until 1:30 p.m. Additional updates are also available on the Sex Offender Registry and Serious Juvenile Offender Program. An update was also provided on the training provided in Viroqua on May 15, 2006 on open records, provided by Pamela Eitland and Frank Crasafi. Initial feedback has been very positive. The Department is looking for additional feedback from county members who attended this training.



Committee Reports


Conference Committee
Chula Vista in Wisconsin Dells is completing their updated remodeling with a new water park. All vendor space has been filled.
Conference Site Committee
Report for Conference 2008, there is a possibility of returning to Green Bay.
Newsletter Committee
Prima Facie has been completed and will be sent out in the near future.
Curriculum Committee
The committee is continuing to work on updating questions for the Basic Intake Worker Training.
Training Committee
March 2006 training, all participants passed. For the upcoming trainings in 2006/07, the trainers will try to get updates on the changes in laws.
Legislative Committee
SB-234, the Threat to Harm Social Worker Bill has been voted out and is currently dead in the State Legislature.
Act 387 was passed, but is not in effect yet. This will replace Chapter 880 guardianship, with a new chapter, believed to be 54.
SB-284 will provide information to relatives when a child is placed with them, information that was typically only reserved for foster care placements.
Nomination Committee
Looking for nominations as soon as possible.
Committee on Position / Mission Statement
They will complete work on the position statement for returning 17 year olds back into the Juvenile Justice System.


Regional Meetings


Region 1
The next meeting is scheduled to occur in Hayward on August 2, 2006.
Region 5
The next meeting is scheduled for June 13, 2006 Update of Chapter 938.
Region 6
The next meeting is scheduled for early August 2006.

Special Assignments


WCHSA
The latest meeting was held on May 11, 2006 in Dane County. The Committee discussed SB-284. Upcoming trainings for adolescent brain development in the Juvenile Justice System are being planned at the County level. The focus of the training is to apply adolescent brain development research and knowledge to programming for Juvenile Justice clients
Department of Juvenile Corrections TAC Committee
The most recent meeting was held on May 24, 2006, with the next meeting scheduled for August 2, 2006 at the Department of Corrections Training Center in Madison. The May 2006 meeting discussed the current Hot Topics Training held in Viroqua. Overall, very positive feedback was discussed. Board members would recommend future trainings be held in different parts of the state on similar topics. Also discussed was the possibility of WJCIA partnering with Department of Juvenile Corrections for practical training regarding issues such as the Going Home Project. Elaine Olsen, present at the meeting, provided information comparing Wisconsin juvenile institution numbers with that of other states. Currently, Wisconsin has approximately 565 juveniles in institution population, with 85 identified as sex offenders. Information was provided on the cost of educational services at these institutions and the correlation between educational progress and recidivism rate.

The summer meeting for the WJCIA Board is set for August 10-11, 2006 in LaCrosse. Adjournment
