HIGHLIGHTS OF MINUTES
Wintergreen Resort in Wisconsin Dells, WI
President’s Report
President Pruitt welcomed DJC Administrator Charles Tubbs to the meeting. Introductions were made of all board members present. Marilyn Kraus provided a history of the WJCIA and explained how WJCIA became an organization. Administrator Tubbs provided his background and history. Administrator Tubbs indicated that Pam Eitland who has been of great assistance to him speaks highly of WJCIA. He also advised that DJC would continue to work with WJCIA.
Wisconsin Association of Homeless and Runaway Services requested to use the WJICA as a reference for a $50,000 grant application to the Federal Compassion Capital Funding to expand AODA services. There was no opposition to the use of WJICA for reference purposes for the grant application.
Case Problem
Court of Appeals Decision 03-3178 was distributed. The Court of Appeals reviewed a case involving a request for sanctions. The Court determined that sanctions should be given per incident and not per condition violated.
Department of Corrections Report
Administrator’s Memo#04-05 which discusses youth outcomes in Juvenile Corrections. It looks at the institution–based educational programs and the correctional recidivism rate. Recidivism is looked at in a narrow scope, which is return back to the institution.
Administrator’s Memo #04-06 which details Ethan Allen School-Short Term Re-entry Program. This is a direct placement if court ordered. Ethan Allen is starting to take referrals. A group starts on August 1, 2004.
Lincoln Hills School is doing an abbreviated reception period for AODA services. If a youth has a recent evaluation, there will be up to a two-week evaluation period and then programming will begin.
The Legislative Council is doing a study on Chapter 938 to look at areas of confusion. This is for technical changes only. DJC will have some input.
Committee Reports
Conference Committee
July 15, 2004 is the deadline for materials for duplication being provided to Chris.
Conference Site Committee
There was discussion on sites for conference for 2005. Madison was the first choice and Milwaukee was the second choice. Since the first WJICA conference was at the Concourse in Madison, it was suggested that we look into having this 25th anniversary conference at the Concourse.
Newsletter Committee
The brochure is out. The newsletter is printed and should be mailed shortly.
Curriculum Committee
At the training in Eau Claire, everyone passed the test.
The committee is looking at sites for the advanced training.
Committee on Position Statements
A copy of the proposed change of philosophy was provided with the minutes. The change was not a change of position, but was a change in rationale with other wording changes to make it read more clearly.
Committee will review the disproportionate minority confinement study.
Nominations Committee
It appears that there may be two or three openings for the WJCIA Board. Please get any names of people who may be interested in becoming a board member to Matt Wecker
Membership Committee
WJCIA currently has 197 members.

Legislative Committee
The committee approved a final draft of a thank you letter to Senator Ron Brown for assistance with SB312.
The committee discussed Act 292 which is the old AB709 relating to juvenile and pupil records disclosure between law enforcement, school, and various agencies as long as there is a letter of understanding. A sample letter of understanding is on the FERPA website.
The committee reviewed Act 306 which makes it a felony to issue bad checks that combined exceed $2500 in a 90 days period (formerly 15 days) or one check exceeding $2500.
The committee reviewed Act 271 which allows a social workers to request HIV testing.
The committee discussed In the Interest of Caesar G, which involved a juvenile court staying sex offender registration at disposition.
Training Committee
The Wisconsin Dells training is over full.
The 11-29-04 to 12-03-04 training in Manitowoc has some registrants.
The January 2005 training will at the Waukesha County Technical College.
Notices will be given that during training and testing that cell phones must be turned off.
There is an Administrative Rule that states that intake workers may not be trained by someone who works for their county. This affects Clarke County and Waukesha County. There are no waivers. Clarke County employees may not attend training by Frank Vasquez and Waukesha County employees may not attend training by Vic Kariliunus.
Information Technology Committee
The committee is working on signing up for another year with the web page server.
Recognition Committee
The committee received 2 nominations.
Regional Meetings
Region 1
They met on 06-15-04 and discussed teen court. The next meeting is 08-18-04 in Hayward.
Region 2
They met three weeks ago. The meeting was poorly attended. They will do a questionnaire about what to do and where to go from here.
Region 3
Next meeting is 07-09-04 in Eau Claire. A presentation will be done by the Cottonwood Group Home.
Region 4
They met on May 21, 2004. Eleven people from four counties attended. They reviewed the WJCIA goals and information, statewide venue, electronic monitoring, truancy, and discussed Monroe County’s increase in delinquency referrals and expansion of ISP.
Region 5
They met on 05-18-04 in Appleton. Rawhide presented. There was poor turn out. Next meeting is 08-17-04 in Appleton with the topic being creative dispositions.
Region 6
May 13, 2004 was the last meeting with discussion about conference, issues worker’s are dealing with, and selecting a person to be nominated for WJCIA recognition award.
Region 7
They met on 06-15-04. Five counties were represented. Judith Heine and Elaine Olson were present and discussed OJOR. The next meeting is in September.
Special Assignments
WARP
The 22nd annual WARP conference was held in Manitowoc. The same core group was present. There were approximately 20 participants. There are some new people on the board and conference committee. There was an interesting break out on brain development which addressed the 2nd most crucial time for brain development is 15-16 and 20-21 years of age.
WCHSA PAC Committee
They met May 19, 2004 in Madison. They went through the WCHSA platforms that pertain to children, youth, and families. Numerous platforms were supported relating to prevention programs and defining CPS and juvenile protective services. The committee also supported a more consistent coordination of juvenile services- moving services from DJC to DHFS along with many other platforms. The next meeting is 08-18-04 in Stevens Point.
JC Technical Advisory Committee
The group met and discussed the recidivism report and sex offender management grant. The data collection is not being discussed at this time. Next meeting is 10-15-04 in Madison.
Committee for Sexual Offender Management
Curriculum committee continues to meet. The announcement for training has just gone out. There are 40 slots per session available. Training is provided at no cost.
