Treasurer’s Report
Conference revenue will be approximately $8000.
President’s Report
Contact was made with WJOA President. WJOA wants a joint conference for 2006. WJOA receptive to a joint meeting with WJCIA to discuss a joint conference for 2006.
Case Problem
Input was sought for a 14 year old who continues to use substances on and off and has some “small” criminal issues. This youth used enough oxycotin to cause seizure. He was .09 on New Year’s Eve. The Anchorage Program was recommended.
An inquiry from DHFS was received about whether there are different timelines for kids who are sanctioned in secure detention or shelter. This question could be due to the ACE Program. The ACE Program is a pre-dispositional program where the Judge, District Attorney, Public Defender, and youth sign an agreement that the youth will go to a secure detention facility for 130 days and if the youth successfully completes the ACE Program, the youth is not adjudicated.
An intake worker received a call from the DNR with respect to a youth who shot a deer illegally. Do DNR Officers have law enforcement capabilities? The answer was yes.
Department of Corrections Report
Youth on some medication can be accepted from SPRITE and CAP.
The 938 Legislative Recodification Study is on hold.

DJC has received two federal grants. They are working under the Juvenile Sex Offender Grant and the Going Home Grant. The Going Home Grant is transition focused. Milwaukee and Brown County received funding from the Going Home Grant. Both counties are using the best practice model with youth coming out of institutions into the community. DJC is trying to use this now with sex offenders that are reintegrating into the community as long as the aftercare model follows Altschular’s model. DJC pays for transitioning services if Altschular’s model is used. Kate Elvidge is the contact if you have a sex offender leaving corrections and want to see if the youth qualifies. Her phone number is 608-240-5437. Pam advised the youth she is referencing are sent by counties to corrections and are not SJO youth. Your county can do the aftercare or can have the state do the aftercare. An article will be in Prima Facie on this topic. Mr. Altschular will present at conference.
A memo is circulating in draft form for screening a child for Indian child welfare. This tool is eight questions long and is used at Temporary Physical Custody for JIPS and CHIPS where a child is being taken from the primary caregiver and placed out of the home.
Committee Reports
Conference Committee
Speakers for the conference are being worked on.
A past presidents reception was discussed.
Ethics and Boundaries will be a session at conferences.
Proud Past-Bright Future is the theme.
Newsletter Committee
Articles need to be in by the next board meeting. The goal would be that every board member contribute and article. Suggested themes for issues and suggestions for articles will be discussed.
Curriculum Committee
There were three problematic questions for the November training attendees. Twenty-eight attended the basic intake training. Twenty-seven took the test and twenty-six passed the test with one person retaking the test. 81% was the average score.
The committee is finalizing contracts for advanced training. The Board decided to have coffee at the advanced trainings.
Committee on Position Statements
The committee has the responsibility every three years to review position statements. Suggested changes had been emailed to Board members. A motion to approve the statements of philosophy as recommended by the committee was made and seconded. Motion to accept changes carried.
Membership Committee
WJCIA has 223 members. Seven counties not being represented. The counties not represented are Iron, Menominee, Waupaca, Adams, Florence, Jackson, and Green.
There was discussion about one-day conference attendees being members. This will be discussed with WJOA. A motion that one-day attendees at the 2005 conference will be members. Motion was seconded. Vote was taken and motion carried.
Intake Directory
Copies of the directory distributes got mailing.
Legislative Committee
A letter was drafted that will be sent to Senator Brown thanking him for his efforts and asking his assistance in reintroducing a bill similar to the threat to harm social workers.
Peter Plant and JURIS Press issued, Wisconsin Juvenile Court, where Peter took a full page to recognize WJCIA and the 25th Anniversary. A letter will be sent to on behalf of the full board thanking Peter for this.
The committee is still watching TABOR. The 2005 Joint Resolution with TABOR in it is out but there is no number yet.
HFS44 is still in draft form.
Training Committee
January 24 –28, 2005 and March 14, 2005-March 18, 2005 are full. November’s training went well.
Information Technology Committee
Board was for suggestions for improving the web site. After discussion case problems will be added to the website possibly called “Who Knows??”
Recognition Committee
A question was raised about whether is appropriate for a board member to nominate someone. The answer was yes as nominees are contacted by the Chairperson and there are screening/scoring tools that are used by the Chairperson and committee.
Regional Meetings
Region 1
At last meeting information was presented on sex offender management and registry. The next meeting is 02-09-05.
Region 2
Meeting is 01-19-05.
Region 3
The next meeting is 01-14-05 in Eau Claire with educational advocates as presenters about alternatives for kids who are expelled. Wood County is coming now.
Region 4
Meeting on 12-17-04 was rescheduled to 02-14-05. The topic will be waivers-when to do and when not to do.
Region 5
There is a meeting scheduled for 02-14-05. Alexandrea Lei-Nako is presenting on Native Americans. There is no agenda out yet.
Region 6
The next meeting is 02-10-05.
Region 7
They met on 12-14-04. The topic was global positioning for electronic monitoring. The presenter was Southeastern Monitoring Inc. They advised that cell phones could be use. Billing is done directly to parents, as is the damage of equipment. For about $12 per day, the monitoring, person-to-person contact, and urine screen is done. The next is 03-08-05.
Special Assignments
WCHSA PAC Committee
PAC met on 12-15-04 in Stevens Point. They discussed PEP. The access work group indicated that the state is pushing just the opposite of the intercounty agreement. The state is pushing responsibility for the investigation to be done in the county where the maltreatment occurred instead of the county of residence, which is the current practice.
OJA is very involved in the juvenile information sharing. Discussion about access to CCAP so juvenile data can be obtained for non-court-attached intake offices. Court-attached intake offices do not have WISACWIS or eWISACWIS. There may be a potential request for legislative change for CCAP access for social services and WISACWIS access for court-attached intake offices.
The committee is monitoring TABOR.
The next meeting is 02-18-05 in Madison.
JC Technical Advisory Committee
The meeting was rescheduled to 02-23-05.
Unfinished Business
Counties that are not members should be encouraged to send in their membership.
New Business
The next WJCIA Board meeting is 02-18-05.

A consensus was reached that if we know of a board member or other members retiring, a card should be sent.
