President’s Report
Correspondence
An article titled “Unruly Students Facing Arrest, Not Detention” that was provided to Board Members.
Other Business
A motion that the WJCIA President being allowed to attend a national conference be subject to the Board’s review based on money being available was made and seconded. Motion carried.
After discussion, it was determined that nominations for President would be an agenda item for an upcoming board meeting.
Department of Corrections Report
Ninety-three people attended the listening sessions held at sites throughout the state. There were 52 written summaries received. Based on summaries and sessions, it appears that intensive supervision, electronic monitoring, in-home services working with sex offenders, and program alternatives for girls need expansion. Surveys indicated that people understand DJC and services while feedback from the listening sessions indicated that DJC and its services are not understood. The goal of DJC is to provide a more consistent explanation of services. Information is on the DJC website from the evaluations and the listening sessions.
The institution population is generally dropping. The population is under 700.
The Division contracted the WCCF to conduct 3-4 trainings before the end of the year. The trainings will be based on surveys that will be done and will be open to county staff at locations that will be determined.
James Moeser is leaving as Administrator. DeDe Morgan is acting administrative executive assistant to the secretary of DOC. The Governor will need to appoint the position vacated by Mr. Moeser.
Committee Reports
Conference Committee
There will be a meeting on 01-24-04 with Kalahari to go over and finalize contracts.
The committee decided who would be responsible for what tasks.
Topics for conference being considered are: treatment of juveniles using methamphetamines, ethics with Dr. Smiar, topic from DOC, panel/roundtable, community programs, and electronic monitoring products.
A breakout session on the intercounty agreement was suggested.
Legal Update will be Friday with a closing with Jackie Millar who spoke at last year’s conference.
Conference Site Committee
Something will be set up soon for the ‘05 conference.
The Blue Harbor in Sheboygan, which is scheduled to open in June 2004, and Door County were suggested as possible locations.
Newsletter Committee
In spite of the committees’ efforts, the conference dates were listed incorrectly in at least one place of the last newsletter.
A letter will be sent to each WJCIA member with the correct dates of the conference.
Articles for the next Prima Facie are due at the next board meeting.
Curriculum Committee
Thirty-one people attended the training. Thirty people passed the test. One did not pass the test or the retake. The average test score was 90%. Twenty-four people scored 90% or above.
Advanced intake training will target experience intake workers. Half of the day will focus on elements of the crime, Miranda, and search and seizure. The other half will focus on CHIPS jurisdiction.
Committee on Position Statements
The committee has no new statements of philosophy to address.
The committee passed on to legislative committee the issue concerning the lack of MA dental care. The legislative committee took no action on this issue. The lack of MA dental care will be put on the WJCIA website to see if this is an issue with other counties and see how they are addressing the problem.
The committee discussed privatization and consolidation and will keep an eye on these topics.
DCFS Memo 2003-13B memo addresses SACWIS and confidentiality. Memo indicated that issue has been addressed.
Feedback for communicating with WJCIA members will be developed and put in Prima facie and on the website instead of being done in a survey.
The committee is working on language changes for the WJCIA brochure. Based on the number of changes, it appears that a new brochure would need to be printed.
Membership Committee
Currently, WJCIA has 173 members total with 13 counties not represented.
Legislative Committee
There was discussion about the removal of jury trials in termination of parental rights cases. The committee will not take a position on this.
The committee could not support AB550 as it is currently worded but would support if modification was done that allowed the Judge to make the determination.
A Public hearing on AB709 is 01-14-04. The board is not taking an official position and is generally supportive but has questions concerning whether FERPA compliant.
Training Committee
31 people were trained in September and 31 were trained in November.
The next training in January 19-23, 2003. There are 29 persons registered.
Upcoming trainings are scheduled March 29 – April 2, 2004, at the Training Center in Madison. Twenty-five people are registered.
The committee is considering combining the May/June training and having a training in early June in Eau Claire.
Information Technology Committee
There have been 2000 visits to the website. October was the busiest month. Tuesday and Wednesday are the busiest days. Saturday and Sunday are the slowest days. 1:00 p.m. and 9:00 a.m. are the busiest times of day. Persons from 20 different countries have viewed the site. Conference, Board Members, Links, and then Q & A are the top four areas visited (in this order).
The Q&A may be removed if more responses aren’t received.
The committee decided that they don’t need to meet on a regular basis. The committee will email and meet as needed.
Recognition Committee
Committee discussed changing criteria for nominees or people making nominations but decided to keep the same criteria as used in the past.
The person who nominated the recipient of the award will have the opportunity to present the recipient if he or she chooses to do so.
Each region is encouraged to make a nomination. The regional nominees who are selected will receive a certificate.
There was discussion about whether regions can be changed or if a county can be placed in another region. It was determined that WJCIA will look at redefining and redrafting the regions.
Regional Meetings
Region 1 They met November 19 in Hayward. There was a legislative update, county update, conference discussion, eWISACWIS discussion, information provided about grants and information about countywide juvenile justice statistics. The next meeting is 02-04-04 in Hayward. Northwest Passages 1 and 3 are presenting.
Region 2 Meeting on 02-25-04 in Rhinelander.
Region 3 Next meeting is 01-23-04 with Rob Fadness presenting from Eau Claire Juvenile Detention.
Region 4 Next meeting scheduled for 01-23-04 in LaCrosse with Mike Johnson, DOC SORP agent presenting. They will discuss at the meeting if they will meet at the ChalleNGe Academy for the next meeting.
Region 5 They met in November. They will meet on the 3rd Tuesday in February. There is no agenda yet. Suggested topics are gangs and culture.
Region 6 Next meeting is 02-12-04. The topic is intake forms.
Region 7 Next meeting is 02-10-04.
