HIGHLIGHTS OF MINUTES
JANUARY 10, 2003 (WINTERGREEN – WISCONSIN DELLS)

Division of Juvenile Corrections Report – Pam Eitland
Pam Eitland from DJC reported that she had a conversation with Mark Herstand of NASW in early December regarding the need for children and family workers to be certified social workers. The NASW appears to have a differing opinion from DOC and the Board will follow this issue. Pam also distributed a memo regarding child welfare complaint procedures and a proposal by WCHSA named “Redesigning Wisconsin Human Social Services Delivery System”.
A number of the Board members discussed coverage of non-legal holidays. Since TPC hearings cannot be waived, it is necessary to make arrangements within counties to cover these days.
Pam Eitland announced that Matthew Frank will be the new secretary of the Department of Corrections. Pam also reported that numbers in the institution are down. Additionally, the new training booklet from the Department of Corrections has come out and has been distributed. Pam also announced that the DJC Technical Advisory Committee created a subcommittee to look at school expulsions. The subcommittee will be looking at services provided before, during, and after expulsion proceedings and gather information where expelled kids are presently. Pam also reported that there is no draft legislation yet for the trailer bill to Act 109 and suggested that members wait until a draft bill comes out and then send our opinions to DHFS. A couple of items that members would like changed in the trailer bill include: 1) clean up the waiver of participation and TPC hearing language in terms of who can waive participation; and 2) relative placements where the child has already been there for some time before the County has gotten involved.

Conference Committee
Dale Leonard reported that Ron Glodoski will be the keynote speaker with the theme “Turning Kids Around”. Dale also reported that WJOA has breakout sessions for the next conference already in place and that Dawn Weiss is their conference coordinator this year. Dale also reported that Nick Smiar will again do “Ethics and Boundaries”, Holly Hanks will provide “Working with Adolescent Girls”, Karen Buswell will present on the Interstate Compact, and they are looking at a panel presenting various community based juvenile justice programs. The Board did agree that membership cards will only be given out upon request.

Committee on Position Statement Admissions
Dave Sarow reported that they reviewed the Kettle Commission recommendations again and that they will keep an eye on any attempt to consolidate juvenile justice services with other services. Confidentiality issues with the WiSACWIS was again discussed and the plan at this point is to send a letter to Helene Nelson (Susan Dreyfuss’ replacement) regarding WJCIA’s concerns and offering our assistance in the future.

Membership Committee
Laurie Eckert-Trapp reported that we currently have 210 members and she will be sending out renewal notices.

Intake Directory Committee
Gary Lefler brought in the completed intake directories which were given to the various Board members to be distributed to all the counties.

Manuals Committee
Darrin Dannhoff reported that the committee reviewed the first four chapters of the Desktop Guide and feels there is good information in this manual. Darrin also discussed the possibility of their committee meeting together with the Information Technology Committee and that they may be a resource committee for the Information Technology Committee.

Legislative Committee
Tom Matykowski reported that the committee will be trying to revive the “Threats to Social Workers” bill. The legislative committee also discussed the draft of the WiSACWIS confidentiality policy.

Training Committee
Marilyn Kraus reported that January’s training in Milwaukee is full and the training in Madison will be the last week in March and there are spots open.

Information Technology Committee – Fran Mohr
Fran Mohr asked the Board for suggestions as to what should be put on the website. Fran also reported on the cost to set up and maintain a website. She will report back to the Board at the February meeting regarding estimates and a recommendation. Fran also stated that any information that we want to put on the website needs to be e-mailed to her.

Special Assignments
WARP – Tom Matykowski reported that they will have their two-day conference May 8 & 9, 2003, in Racine at the Radisson Inn.
WCCF (Wisconsin Council on Children and Families) – Marilyn Kraus reported that the Juvenile Justice subcommittee will meet on January 29, and they will be discussing a screening tool for mental health and AODA. DPI is interested in introducing legislation which would free up schools to exchange records with us, the courts, etc. Concerns regarding juvenile and sex offender registration is on the January agenda.
Statewide Venue - Kay Marose asked all Board members to read the most recent draft before the next Board meeting and e-mail any concerns to her.

Recognition Award
Randy Celusta asked the Board to help solicit for nominations for the outstanding intake worker award. The deadline will be July 1. The award will be presented at the beginning of the conference.
