Treasurer’s Report
The money from Bayfield County has been received. There is $29,325.25 in the general fund and approximately $22,000 in Certificates of Deposit.
President’s Report
President Eckert-Trapp emailed the Governor’s budget information to Ellen and to others on the board. President Eckert-Trapp will email this to every board member for review.
Case Problem
There was discussion about the SPRITE classification and the cost for this service. SPRITE is an experiential education program. The cost for SPRITE is the correctional rate.
There was discussion about interstate compact supervision for youth who come from out of state to your county. The state provides supervision for interstate compact youth if the state provides aftercare for your county. If your county provides aftercare, your county provides the interstate compact supervision.
There was discussion about a definition of court verses social services records. It was decided that court reports and temporary physical custody requests are social service records until filed with the court unless intake court- attached. Notes from intake inquiries are social services records if intake is not court attached.
There was discussion about the new court report form and if social workers are using quantifiable behavioral conditions of return in delinquency cases. A Public Defender in one county is challenging the court report. The counties represented do not have this issue. This should be an agenda item or discussion point at regional meetings to see if there are other counties experiencing this issue.
Other Business
Three Board members met with representatives from WJOA do discuss joint conference issues. Based on this meeting, it appears for planning purposes that WJOA wants a two-year commitment from WJCIA. It also appears that WJOA always wants a joint conference. WJOA also wants to bring in another group (WCPPA) for conference.
Hospitality was discussed. The WJCIA proposed that WJOA assume all responsibility for the hospitality time and that WJCIA would pay a certain dollar amount per WJCIA attendee.
WJCIA felt that one-day attendees should be members. WJOA does not want one-day attendees to be members.
Giveaways for the conference were discussed. It was agreed that if there was no agreement with a joint giveaway that each association would give a separate giveaway with the respective organization logo.
WJOA would like to see someone from WJCIA be responsible for each and every decision relating to conference. Currently WJOA utilizes one person to do this and WJCIA utilizes several individuals.
There was agreement that Dave Boehm from WJOA does a wonderful job with registration and bill paying. There is issue with both WJCIA and WJOA seeing the conference bills. There was a suggestion that someone from both organizations sign the checks.
There was discussion about approval from both organizations of the brochure and binder. Later, it appeared that the issue was that one organization did not approve the contents of the binder.
WJCIA members in attendances feel that a specific memorandum of understanding needs to be done.

Conference Committee
The conference grid had been completed. Speakers and topic were presented. Information will be placed on website as speakers are confirmed.

Newsletter Committee
Information that is available regarding conference will be in next issue of Prima Facie
Curriculum Committee
Twenty-five people took the basic training test. Two failed but later passed that retest.
The advanced training brochure was distributed.
The committee will also add additional information on the WJCIA worker of the year and the DJC mission along with a membership brochure to the training folder..
Committee on Position Statements
The committee name will go back to the Committee on Position Statements until further notice instead of the Visions Committee.
An article was prepared for Prima Facie with the Statement of Philosophy as amended.
The committee after discussion decided that they did not feel it was appropriate to develop a statement of philosophy on jurisdiction of youth who are seventeen years of age unless the board wished the committee to pursue this. Nothing formally needs to be done by the committee but it was felt that there should be a general board view based on AB82. The view from the board is that philosophically youth that are seventeen years of age are better served in the juvenile court but fiscally something needs to be looked at with respect to increased youth and s finding and placement costs.

WJCIA has 223 members. No additional members have been added since the last report.

Intake Directory
A question was raised about whether the intake directory could be emailed. The Board will look at this in the future.
The secure detention list is not user friendly as it provides phone numbers for the directors of the detention center.

Legislative Committee
AB 82 wants to put seventeen year olds back in the juvenile court. This is a national trend. After discussion, it was agreed that the committee would support on this but needs to do further research.
A public hearing on SB24 (Threat to Harm Social Workers Bill) is scheduled for 02-23-05 at 10:00 a.m. in Room 411 at the Capitol. Glenda Cooper from Jackson County, a former WJCIA board member, will attend the hearing. Chris Pruitt will also see if a representative from his county will also attend.
AB41 is a proposal to give Interstate Compact “more teeth” for states who violate the agreement was discussed.
AB89 gives municipal courts exclusive jurisdiction over 12-15 year olds for traffic offenses was discussed. Under AB89 the municipal judge could referral the case to intake for an intake inquiry.
AB99 is the old AB301 from last year relating to Sex Offender Registration. This bill passes the assembly committee unanimously two days ago. Last year the board opposed the bill because the board felt that the Judge should be able to decide registration on a case-by-case basis. The legislative committee with the Board’s approval wishes to review the previous letter sent and revise according. The Board agreed.
AB23 relating to termination of parental rights warnings and AB30 relating to sexual violent acts and penalties are also bills to review.
Training Committee
March 14, 2005-March 18, 2005 at the DOC Training Center has 31 registrants.
May 23-27, 2005 is in Eau Claire at the Plaza Suites.
September 26-30 will be at the Wintergreen Resort.
DOC will solicit information for some new trainers.
Information Technology Committee
Conference 2004 was the most visited site followed by the Board and then by Agency.
The most recent offense chart is now on the web page.
The “Who Knows!” page is on the website.
The Child Welfare and Juvenile Justice Related Terms was added to the website after obtaining permission.

Recognition Committee
Nominations form and a letter were sent to all 72 counties along with a WJCIA brochure..
A suggestion was made about lowering the number of years of service, currently 10, for next year’s recognition award.
Regional Meetings
Region 1 -
They met on 02-09-05 and Mike from SPRITE presented. The next meeting is 06-01-05 in Hayward..
Region 2 -
The meeting on 01-19-05 was cancelled due to weather. Next meeting is 03-23-05 at 9:30 a.m. in Oneida.
Region 3 -
A meeting was held on 01-14-05 in Eau Claire with educational advocates as presenters about expulsions and suspensions. The next meeting is 04-15-05 in Eau Claire with a presentation by Project Runaway.
Region 4 -
At the last meeting Pam Eitland did a juvenile justice update. There was discussion about the ACE Program in Racine County, bills, alternative school on the Internet, and domestic abuse groups for delinquents..
Region 5 -
They met Tuesday. Alexandrea Lei-Nako brought someone from the Oneida tribe to speak. They did a legislative and board update..
Region 6 -
They met last Thursday and had interstate compact presentation. The next meeting is 05-12-05.
Region 7 -
They meet next on 03-29-05 in Milwaukee.
Special Assignments
WARP-
They meet in two weeks. The WARP conference is May 12-13, 2005.
WCHSA PAC Committee -
Meeting is being held today.
WJDA-
They have a website located at www.wjda.org
JC Technical Advisory Committee
The meeting was scheduled for 02-23-05. The topic will be the use of detention.
Unfinished Business
A case example was given regarding a fifteen year old under original adult court jurisdiction. There is no Temporary Physical Custody. The fifteen year old needs to be treated as an adult and placed in jail.
New Business
The next WJCIA Board meeting is April 1, 2005.
