Treasurer’s Report
There was some discussion regarding the current state budget situation and how that may impact the funds we receive from DOC to provide the basic intake training. The Executive Committee will meet to discuss developing a budget for the coming year.
Division of Juvenile Corrections Report – Pam Eitland
Pam handed out Memo Series 03-01 – Community Intervention Program Summary. Jim Moeser starts Monday as DJC Administrator. The institution numbers are now below 800.
Pam handed out the new Criminal Offense Chart – updated as of 2/1/03.
Conference Committee
Dale said that the committee is well on the way to getting contracts out and presenters arranged. Frank Crisafi will do Legislative and Caselaw Update again.
Suggestions for presenters: someone to train on Act 109, Dave Perlman of the Attorney General’s Office, Safe Harbor program in Madison, Pierce County’s Family Group Decision Making.
Curriculum Committee
Brochures are going out on Monday for the Practical Applications training in May. The Basic Intake worker tests have been updated to reflect Act 109 changes.
Committee on Position Statements and Mission
The committee is officially tabling the statement of philosophy on efficient handling/processing of cases through juvenile court. They are continuing to look at the Kettl Commission’s recommendations and following what’s happening in Madison relative to those. The committee discussed the issue of holding juvenile runaways from other states in secure detention and whether this is contrary to our position statement on no increased use of secure detention. There was discussion on this issue. The focus of the discussion would be whether or not the current wording of our position statement would prohibit it.
Membership Committee.
We currently have 224 members.
Manual Committee The committee has read through Chapter 8 in the Desktop Guide. They will complete all 12 chapters by the next meeting and make a recommendation to the board.
Forms Committee
Discussion of juvenile forms being available in Spanish and Hmong. There may be some grant money available to translate forms. Milwaukee County, in the past, had some forms in Spanish EauClaire has the right sheet in Hmong.
Legislative Committee
There is an effort being made to get the threats to social workers bill re-introduced Member should contact their representatives regarding the possibility of sponsoring or at least supporting this bill. Court of Appeals decision regarding truancy orders (In the Interest of Jeremiah C. and Katie H.). Their conclusion was: “A dispositional order, after a JIPS petition based solely upon habitual truancy, cannot endure beyond the school term during which the juvenile reaches 18 years of age.” There was discussion regarding what “term” means: quarter, semester, year. Each court will interpret it as they see fit.
Training Committee
March 24-28 will be in Madison. April 28-May 2 will be in Wausau.
Information Technology Committee
Discussion of possible server providers. Committee asked that the committee have a yearly operating budget. The target date to have the official WJCIA web-site ready is May 1st.
Recognition Committee
Someone asked if someone has retired but is a current member, could they be considered? It was decided they could.
