Treasurer’s Report
Copies of the financial statement given to Board members. In the future, financial statements will be e-mailed to members prior to the meeting because it is easier to read and there is less paper transaction involved
President’s Report
Correspondence
President Darren Dannhoff reports he has not yet received a response from WJOA regarding Conference 2007 and their desire to participate in a joint conference. WJCIA has made a commitment to a conference in Stevens Point and has extended an invitation to WJOA to join for a joint conference.
Case Problems
17 year old with significant mental health problems. The girl was hospitalized, but then released within 72 hours. She has not received the intensity of treatment that she requires. Looking for suggestions on how to get the mental health system more involved with this child. Others report this is an increasing problem in their county, where children with mental health problems end up in the Juvenile Court System. Suggestions from Board members include possible involvement from the Wisconsin Council on Children and Families, advocacy of the child and family, more intensive monitoring of the mental health system, and providing more trainings at future conferences on this topic.
Juvenile restitution. A victim paid a $100 reward for a stolen camera. Unknowingly, the victim paid the reward to the persons who were responsible for taking the camera and now the victim is requesting that the $100 reward also be included in the amount of restitution. Board members present all agreed this is not a covered expense by restitution, but the victim may be able to pursue the matter through Civil Court.
Department of Corrections Report
Gretchen Kubnick was present from Department of Juvenile Corrections. Gretchen provided numerous handouts and updates with administrative memos. Gretchen reports that the Department is working on updated guidelines for Act 5 information being released on juveniles on the Sex Offender Registry. She reports Dr. Anna Saulter has been contracted to provide a set of guidelines using the J-SOAP.
Committee Reports
Conference Committee
The conference planning is going well. The binders for the conference are completed. She indicates WJOA has replaced a presenter without problem. Vendors are completed
Conference Site Committee
2007 conference will be held in Stevens Point. WJCIA is still waiting for a response from WJOA regarding a joint conference. Committee has discussed the possibility of looking at Green Bay as a site for 2008.
Newsletter Committee
The next edition of Prima Facie will come out about one month after the conference, and always on the look out for new and exciting articles.
Curriculum Committee
Committee worked on updated changes for intake training questions to be consistent with the updated changes for Chapters 48 and 938..
Training Committee
Future trainings will be limited to 35 participants. All training sites have been set. There will be an increase in training fees of $10. Kim reports an informational letter will be sent to all counties notifying them of the increase changes
Legislative Committee
Report updates on progress on Act 5 guidelines. Also, the committee is recommending that the Threat to Harm Social Workers Bill should reintroduced during the upcoming Legislative session. Suggestions included possibly sponsoring companion bills to help move the bill along towards passage. Legislative Committee is looking for a new chair.
Membership Committee
There are 226 current members
Recognition Committee
Reports they have chosen a candidate, which will be reviewed in the future..
Committee on Position / Mission Statement
Continuing to work on the position statement for returning 17 year olds back into the Juvenile Justice System. Working on a rationale to support the statement based on research and current articles.
Reports there could be possible changes in the Acknowledgment of Rights form based on requests made by several judges. Reports this will be reviewed at the next meeting, and they will not be meeting again until 2007.
Regional Meetings
Region 1
They met on July 22, 2006. There was a good turnout. The next meeting is scheduled to occur in Hayward on October 4, 2006.
Region 2
They will be trying to meet during October 2006.
Region 3
Report they met on July 14, 2006. Presentation was given by Northwest Passage. The next meeting will be scheduled for October 13, 2006.
Region 4
No report.
Region 5
They will be meeting in November 2006..
Region 6
No report. Apparently there was a conflict during meeting times. No meeting has taken place or is currently scheduled.
Region 7
No report.
Special Assignments
WCHSA
They met June 30, 2006 in Stevens Point. WCHSA members continue to discuss issues regarding intake training and possible overlap with CPS Core trainings and the significant amount of training required for new workers being hired by counties. This will be an ongoing issue discussed due to significant concerns with the county budgets, etc.
The second item discussed included an administrative memo still in draft form regarding the locating of fathers for Court. Judges in Wisconsin very much want to see fathers either brought before the court or somehow held accountable when their children are involved in the Juvenile Justice System or Child Protective Services.
The third item discussed was the possibility that CPS workers are leaving the field due to the significant amount of training requirements involved. The next WCHSA meeting is scheduled for August 24, 2006.
Department of Juvenile Corrections TAC Committee
Next meeting will be on August 22, 2006, when they will be reviewing the rate setting formula for institutions.
