HIGHLIGHTS OF MINUTES - August 6, 2004

Case Problem
A girl resides in County X under an 880 guardianship with her grandparents. The parents of the girl live in County Y. There was a Chapter 51 that was done in County Y, which is still currently open. There is a difference of opinion what County has jurisdiction under a juvenile court action. The WJCIA Board felt that jurisdiction for the juvenile petition was in County X.
Other Business
President Pruitt solicited response from Board Members interested in executive board positions. There was no response.
President Pruitt called for transition reports. Transition reports were provided to President Pruitt.
Department of Corrections Report
Judith Heine deals with Interstate Compact. Ms. Heine is currently out of the office. Joe Mercurio is handling Interstate Compact on a temporary basis and can be reached at 608-240-5925.

The Sex Offender Management Sessions/Training has 40 slots.
Conference Committee
There are 51 WJOA registrations and 81 WJCIA registrations for conference that have been received.
The rooms at Kalahari are almost gone. If you need a room, call ASAP. A review of those who have reserved rooms will be checked with conference registrations to ensure those who have reserved rooms are attending or participating in the conference.
The bill for the brochures was $300 more than last year but more brochures were printed this year.
The contract for the Kalahari has been finalized and signed.
The committee is ready for conference.
There are 19 vendors for the conference and three more contacts are going to be made.
A walk through will be done two weeks prior to conference.
The giveaway will be separate from WJOA and will be a water bottle with WJCIA logo.
Committee Chair is looking for others interested in being on the conference committee
A discussion was held about honoring past WJCIA Board Members at the 2005 conference.
Newsletter Committee
Conference brochures have been printed.
October 1, 2004 is the deadline for the next Prima Facie articles./p
Curriculum Committee
The committee is working on finalizing a letter to the proposed trainers for the advanced training.
The committee is looking at sites for the advanced training. Sites may in Madison and Wausau.
Nominations Committee
It appears that there are three openings for the WJCIA Board.
Membership Committee
WJCIA currently has 198 members. Shawano County is now a member.
Forms Committee
Draft documents will be emailed to board members for review when received.
Legislative Committee
The TABOR bill didn’t receive the necessary support and “fell through”.
WCHSA’s push to combine juvenile justice and child protective services is administrative. Data collection could be enhanced for funding if both departments were combined per WCHSA’s position. The other issue focuses on DOC being adult focused. A legislative change would need to occur to combine both DJC. A letter from WJCIA was sent to the Governor’s Office, DHFS and DJC in the past with the position from WJCIA that DHFS and DJC should remain separate agencies.
Training Committee
The Wisconsin Dells training is full.
The November 29, 2004 to December 3, 2004 training in Manitowoc has 13 registrants.
The January 24-28, 2005 training will be at the Country Inn in Waukesha.
The March 14-18, 2005 training will be at DOC in Madison.
The May 2005 training will be in Eau Claire.
The Committee Report to the DOC will advise that 143 people were trained last year at five trainings.
The transition report has been turned in.
The annual report is done.
Information Technology Committee
Last month was the busiest month with 807 visits.
There were 457 unique visitors to the site last month.
The conference page is the most visited followed by the agency page. The Board page was the 3rd busiest. The links page was the 4th busiest.
Region 1- No report
Region 2 - No report. Tom is not present.
Region 3- They met on 07-09-04 in Eau Claire. There was a huge turnout. A presentation was done by the Cottonwood Group Home. They discussed IDA in CHIPS cases. The next meeting is October 8, 2004 with Frank Vasquez presenting on CHIPS issues and juvenile intake timelines.
Region 4- No report
Region 5- Next meeting is 08-17-04 in Appleton with the topic being creative dispositions.
Region 6- Next meeting is 08-12-04.
Region 7- The next meeting is in September.
WCHSA PAC Committee - They meet August 18, 2004 in Steven Point.
JC Technical Advisory Committee- Next meeting is 10-15-04 in Madison.
Committees for Sexual Offender Management- There are 40 slots per session available. Training is provided at no cost. Wausau has 30 or more and Hayward is fairly full. Register soon if you wish to have a slot available.
A question was raised as to where to find information in the law with respect to the presumption that a non-marital child is with the mother. A suggestion was to check Chapter 767.
