Glenda Cooper, WJCIA President distributed a letter from Susan Dreyfuss, which was a response to the intake board’s letter outlining the concerns regarding WiSACWIS and confidentiality. Dave Sarow will draft another response letter since there are continuing concerns regarding the disclosure of court records.
Pam Eitland from the Division of Juvenile Corrections reported that Karen Buswell is doing Interstate Compact Training for the counties that are interested and Don McKinnon from the SPRITE Program is willing to come to the counties and discuss that program. Pam also updated the Board on some ASFA information and reminded board members that there are no extension hearings for children in placement but that permanency planning hearings will take their place. .
Conference Site Committee reports that it is likely that the 2004 conference will be at the Kalahari in Wisconsin Dells and that it will be a joint conference with the juvenile officers. There was also some discussion of the possibility of a solo conference in 2005, however, this matter was tabled until the November meeting. .
The Curriculum Committee/Training Committee reported that the budget is done and the training for September was full. The training for juvenile intake workers was held November 4-8 in Sheboygan and the next training will be held January 20-24 in Milwaukee. Julie Dollahon presented information about practical applications for juvenile intake workers training. .
The Manual Committee reports that the new Desk Top Guide For Good Juvenile Probation Practice is out and each county should have received a copy. The committee will review this guide and report back to the Board. .
The Legislative Committee reported that a letter was completed by the sub committee in response to WCHSA platform on merging DHFS and DJC. Glenda Cooper, Board President, will sign and send out the letter to the appropriate parties. .
DJC wants to put language in 938.208 that would allow (not required) intake workers to hold runaways from another state in secure detention for up to 24 hours pending the Interstate Compact hearing. .
Marilyn Kraus reported on the Wisconsin Council on Children and Families meeting that was held at Lad Lake. Marilyn and others gave a presentation to the group about how our intake workers assess clients for mental health and AODA issues at intake conferences. Marilyn reported that there were people from the Public Defenders office at the meeting who expressed concerns about adjudicated delinquents ending up on the sex offender registry. They would like to see legislation to better define who needs to go on the registry. Marilyn also reported that there is a lot of support from this group of putting 17 year olds back in the juvenile system. .
Chris Pruett reported on the Committee for Sexual Offender Management. This subcommittee on Community Resources has completed a survey, which will be going out to all directors and chief intake workers. The intent is to have a list of resources for sex offenders compiled from the survey results. .
