Case Problems
1)Dealing with a case involving a client who has charges pending in both the Juvenile and Adult Systems. They are trying to develop a disposition for the juvenile charges in their county, including the possibility of placement at Lincoln Hills.
2)Situation involving the Indian Child Welfare Act and notification of Tribal authorities when a county is working with a Tribal child. Board members present agreed contact is only needed when a child is placed outside of their parental home or if the case is already open to Tribal Social Services.
A. Juvenile DOC is interested in providing training for the Juvenile Cognitive Intervention Program (JCIP). Currently Phase I and II are done at the institution and Phase III is intended to be part of State aftercare plan. It has been reported that a number of counties doing their own aftercare do not have the training and would like to incorporate it into their programs.
It was also discussed whether or not WJCIA could do the Juvenile Cognitive Intervention Program training. The Curriculum Committee will discuss the issue at their next meeting.
B. Handouts were provided with updated list of sex offender ordinances, updates on pending bills in the State Legislature, population information for the DOC institutions, projected reductions to Youth Aids for the 2009-10 year, and updates on Direct Commitment programs and process for short-term Juvenile Correction programming.
A.There are still new positions open at DCF for anyone interested.
B.Updates on the Indian Child Welfare Act, it is closer to being signed into law and would be consolidated into Chapter 48/938. There will be upcoming trainings regarding the new ICWA rules.
C.Updates on the proposed Levels of Care System. Julie will invite Janelle Brohm from DCF to speak on the issue at the next meeting.
There are still some grants available for truancy abatement programs. Contact Lance for additional information.
The Juvenile Justice Delinquency Prevention Act is being reviewed to determine length of time non-delinquent kids can be held in secure detention.
Jurisdiction issues are being reviewed regarding the age of waiver and possible return of 17 year olds to the Wisconsin Juvenile Justice System. There is likely to be a bill introduced yet this year.
Juvenile CCAP access is being put into effect. It is likely that a link from Wisacwis will be established to allow intake workers access to a juvenile’s CCAP record.
A bill is currently being reviewed that would require a jury trial for juveniles being recommended for the Serious Juvenile Offender Program.
Conference Committee
Conference Committee reports conference preparation is going well.
Conference Give-Away Vote
A motion was made to eliminate the give-away and reduce the cost of conference by $20 for the full conference and $10 for single day attendees at the conference. Motion was seconde Brief discussion was held. Motion passed.
Conference Site Committee
The 2010 Conference will be at the Kalahari. Anyone with ideas for 2011 should begin gathering information
Newsletter Committee
The next edition of Prima Facia will come out in mid-May.
Curriculum Committee
The last several intake worker tests were passed by the majority of the attendees. No problems were reported with any of the test questions.
A brief discussion was held regarding the Curriculum Committee putting together a basic review training with advanced scenarios. Board members agreed this would be worth exploring, along with making the training of interest to law enforcement, District Attorneys, and Judges.
Mission Statement Committee
Met briefly, looking for feedback regarding any needed updates to current statements.
Nomination Committee
Anyone who is thinking about not returning to the Board for the upcoming year should let the Board know by the summer meeting August 2009.
By-Laws Committee
Committee met; however, not all members were present. The matter regarding a possible change to the by-laws has not been resolved. The plan to reach a resolution is for the committee to meet at the June meeting from 2:00-3:00 p.m. in the bar area of the Wintergreen Hotel and Resort. All Board members with interest should attend and provide suggested changes at that time.
Legislative Committee
Discussion of pending Legislation is limited at the current time due to State Legislature focus on budget issues.
Discussed strategies on how to support representatives willing to sponsor the Threat to Harm Social Workers Bill.
Training Committee
Continuing work on the web-based intake worker training.
Reviewing how adjust the cost of the training for 2 day training. Also, discussions are being held with the intake trainers to determine how their fees should be adjusted.
Recognition Committee
Committee is looking for a third person to vote for Recognition Award due to a conflict of interest with one of the committee members.
WCHSA
The primary issues of discussion were the upcoming budget, the proposed changes with Kinship home licensing, and the possibility of shifting more of the cost for juvenile mental health placements to the Counties.

Conference will be held for WJDA in Green Bay, December 2009.
DOJC TAC Committee
Next meeting is scheduled for May 29, 2009.
