Treasurer’s Report
WJCIA has two CD’s. One expires on 5/24/05 and the other on 6/6/05. Rates will be reviewed and reported at the next meeting.
President’s Report
A letter was sent to WJOA regarding a MOU for the 2006 conference. Response was received from WJOA president. WJOA in agreement with our requests. Motion was made that the 2006 conference be a joint conference with WJOA, contingent on approval by both boards of the MOU substantially as proposed. Following discussion the board voted unanimously to have a joint conference with WJOA in 2006, contingent on approval by both boards of the MOU substantially as proposed.
Case Problem
Discussion regarding the process of a 980 commitment.
Juvenile charged with 1st degree sexual assault. It was an open hearing and anyone can release information. What happens if it’s later reduced to 4th degree sexual assault – is it still an open hearing? There was some discussion, but this was not resolved.
Department of Corrections Report
-The results of survey on 72-hour-holds will be posted on DOC website.
-Regarding the Southern Oaks investigation outcome --- a detailed report was sent to every juvenile court judge and director in the state. It was determined that there was no prevalence of sexual activity at SOGS. The report made recommendations for changes in procedure and policy. DJC is working on that.
-Budget proposal – no institutions closing. 144 positions eliminated in DOC, mostly institutional positions and some field agent positions. Health care services at the institutions will be contracted out. The proposal also includes moving the Community Intervention Program funds to OJA. The allocation amounts are statutory, so they will remain the same for now.
-938 Recodification –committee met recently. A draft was passed. It now goes to be written up in bill form. It is much more technical than was expected. There are six pages of things they modified.

Suggestions for sites are: Blue Harbor in Sheboygan, Stevens Point (old Holidome), Fox Hills, WI Dells, LaCrosse.
Newsletter Committee
PF went out yesterday. Next articles will be due at the May meeting.
Curriculum Committee
All is set for the May advanced trainings.

Committee would like to know by the June meeting if anyone will not be running next time.

Legislative Committee
AB 99 – sex offender registration bill – is on the fast track. Has passed both houses and is awaiting the Governor’s signature.
SB 44 – threats to harm bill – Glenda Cooper testified at the public hearing. Senator Taylor had many questions and concerns. Sen. Ron Brown does not feeling there will be a problem getting it passed. WCCF Action Alert will be forwarded to all board members – it has talking points.
AB 23 – Introduced 1/20/05 – grounds for TPR if continued denial of visitation under a delinquency order
AB 41 – ICJ – Public hearing 3/23.
AB 58/ SB 28 – Reintroduction of TABOR
AB 82 – return age of juvenile court jurisdiction to 18.
AB 89 – exclusive municipal court jurisdiction over traffic offenses with kids age 12-15. Passed Assembly. Going to Senate Committee.
AB 110 – Right to jury trial for SJO offenses
AB 255 – Possession of marijuana & penalties. Converts certain possession offenses (25 grams or less) to civil forfeiture.
WCHSA is requesting a Legislative Council Study on the 17-year-old issue.
Training Committee
The March training went well. There have been 120 people trained in the four trainings so far. Our budget this year will be in the red.
The fee to counties will be increased to $120.
The 3% increase to the trainers will be split over two years.
There are three new trainer candidates interested.
Next training May 23-27 in Eau Claire.
Information Technology Committee
If Board members want their bio’s updated they should e-mail the changes.

Regional Meetings
Region 1 -
Meets June 1st in Hayward.
Region 2 -
Meeting set for 3/22. This is their first meeting in a while. Next meeting will be 7/20/05.
Region 3 -
Next meeting 4/15/05 in Eau Claire
Region 4 -
Next meeting in May.
Region 5 -
May 17th in Appleton.
Region 6 -
Next meeting 5/12/05 (will probably reschedule due to board meeting).
Region 7 -
Met on 3/29/05. Next meeting 7/12/05
Special Assignments
WCHSA PAC Committee -
Language drafted by Board member on AB 99 was put into a memo from WCHSA to legislators. Discussion regarding Safe Haven – language proposed re DHFS having custody. Next meeting 4/20/05 in Stevens Point.
JC Technical Advisory Committee
Met 2/23/05. Discussion regarding the use of secure detention. Next meeting 6/16/05 in Milwaukee. DJC is interested in reviewing who is on the TAC committee. Motion made and seconded that WJCIA continues to have representation on the DJC-TAC. Approved by Board..
New Business
Discussion of Association archives. What to do with material. Materials will be sorted at summer meeting.
