HIGHLIGHTS OF MINUTES
August 8, 2003 (City-County Bldg, Madison, WI)

President’s Report
DJC made a request for us to review the statutory language for a proposed change in the law to address access to law enforcement, court and agency records of children and juveniles. Jim Moeser is looking for intake/ disp. staff to be able to get into CCAP to get information on past items that juvenile clerks have entered. DJC would propose a bill. They would like our support.

Division of Juvenile Corrections Report – Pam Eitland
JCI’s are currently budgeted for 700 kids. Are going to be layoffs in the institutions. This fall Silvia Jackson and Jim Moeser will be doing listening sessions around the state to gather feedback from county agency staff and judges regarding the services within the institutions.
There will be Edward Byrne grant money available for mentoring, tutoring, and ISP programming. OJA will be overseeing the grants. Call them or go to their website for further information.


Committee Reports

Conference Committee
Board members to sign up for the registration table at conference
Over 120 people have signed up for conference so far. That’s on par with other years.
Discussion of introducing presenters at confernce. Some presenters like to be introduced and others don’t. Dale will contact the presenters and ask them. Those that want to be introduced will be assigned to board members at the Tuesday board meeting at conference.
The “Ethics and Boundaries” session is not correct on the grid. The starting time is wrong. The correct starting time is 8am. The correction will be on bright orange paper in the binder, and it will be posted at the registration table.
On Wednesday, August 13, Randi, Chris and Dale will be meeting in Fond du Lac with WJOA.

Newsletter Committee
The Prima Facie and the brochure are out. The deadline for the next issue is October 10th. Articles, pictures, etc need to be in by then.
It was requested that the website address be put on the board stationery.

Curriculum Comm
WJCIA made $137.12 on the St. Croix County Practical Applications training.
Bob and Mary Pat are not interested in doing that training session again.

Committee on Position Statements and Mission
The committee made adjustments to the Statement of Purpose. This was handed out to board members. Fred made a motion to adopt the amended Statement of Purpose. This was seconded by Dave. The motion carried.

Membership Comm
231 members at this time.

Info. Technology Comm
There was a big bump in viewer ship after the Prima Facie came out.
WJCIA.org now listed on all the major search engines. We have even had foreign visitors!
It was requested that people provide answers for the Q & A page.
Mary Pat McKinley got permission from her DA to post the “Elements of a Crime” handout on the website.
The amended Statement of Philosophy will be posted on the site.

Legislative Comm
The committee reviewed the draft letter regarding the threats to harm legislation. The committee also reviewed the draft bill, which doesn’t have a number yet. The committee decided to do an additional followup letter with suggestions for changes to the draft bill. Tom asked if the board needed a motion to approve the sending of these two letters. The decision was that a motion wasn’t needed. The board agreed by consensus to proceed with the two letters.

Training Comm
Trainers will receive a 3% pay increase.
Some counties have not paid for training. They will be contacted again.
September 8-12 training is in WI Dells is full
November 10-14 will be in Manitowoc. (There are 17 signed up already). January will be in Milwaukee. Although no date is set, 10 are signed up.

Recognition Comm
There was one nomination. The recipient will receive the award at the beginning of the day on Wednesday.

Regional Meetings
Region 1 – Next meeting 8/20/03.
Region 2 – They met June 25th in Rhinelander. They are requesting training on 938 & 51 interface, sex offender treatment.
Region 3 – Met 7/18/03 in Eau Claire. Next meeting 10/24/03.
Region 4 – Met 7/25/03. No date set for next meeting.
Region 5 – Next meeting 8/19/03.
Region 6 – Next meeting 8/14/03.
Region – Met 8/5/03. Had speaker on sex offender treatment program. Next meeting 11/4/03.

Special Assignments
WARP – There is a quarterly meeting next week.
WCSHA - PAC (Policy Advisory Committee) meets 8/20/03.
DJC TAC – There will be discussion regarding training issues.
Statewide Venue– The agreement is still being circulated.
Committee for Sexual Offender Management – The grant request was submitted to DOJ 6/23/03. Silvia Jackson thanked the committee for their hard work. She asked them to continue on the committee for the next 2 years if they receive the grant.
