HIGHLIGHTS OF MINUTES
MAY 2, 2003 (WINTERGREEN – WISCONSIN DELLS)

President Celest will write letters of support for Positive Alternatives grant and Wisconsin Assn. of Runaway Services.
Each committee’s budget is due at the June meeting.


Committee Reports

Conference Committee
The committee continues to meet with WJOA. Everything is pretty well lined up. Information will be on the website, in Prima Facie and conference brochure.

Conference Site Committee
Was discussed at the joint meeting with WJOA alternating between three sites. Discussion will continue

Newsletter Committee
Information going to the printer soon. Waiting for WJOA mailing list. Will be moving the deadline up for the after conference newsletter in order to avoid the holiday mail.

Curriculum Comm.
There were no problem test questions the last training. The committee is all set for the 5/14/03 and 5/21/03 Practical Applications trainings. Was announced that there will need to be a new Curriculum Chair and Intake Directory Chair next year, as current chair won’t be on the Board.

Committee on Position Statements and Mission
The committee finished reviewing the statements of philosophy. No changes are recommended at this time. They will continue to look at the issue of Privatization and Consolidation of Public Services. They will also keep an eye on the WiSACWIS confidentiality issue.

Membership Comm
Currently there is 230 members. There are only three counties with no representation in the Assn. (Iron, Forest, and Menomonie)

Manual Comm.
The committee believes that the website should be the primary source of information. A manual is not the best option due to the problem of keeping it updated. They wondered about combining their committee with the Information and Technology Committee. Committees meet jointly to discuss

Forms Comm.
State Courts Forms Committee met recently in Madison. There will be changes to the 938 and 49 dispositional orders. They will now have an expiration date. Waiver of Participation in a Physical Custody Hearing form: it will come out shortly with changes. Consent Decree form will include “No law violations, etc.”. There will be minor changes made to the Order for Extension of Dispositional Order.

Legislative Comm.
The committee discussed at length all the possible objections to the threats of harm to social workers/families bill. A letter will be drafted with our response to the possible objections. It will be reviewed by the committee and then sent to sponsoring legislators, the TAC committee chairs, board members, etc. The 10th draft of HFS 44 is out. The committee discussed concerns they still have. Kay reported to the committee that the Intercounty Agreement is ready for signature.

Training Comm
The June training has been cancelled. The September training is filling up. As a result of the cancellation of June training, the committee is well under budget. The grant money has been spent. Next year’s schedule is set. The Bureau in Milwaukee no longer is going to train their workers. They want us to do it. Will be around 15 people a year.
Marilyn stated she will chair the committee for one more year and then will step down. Whoever will chair the following year needs to be on next years committee. Concers were brought up a concern about DOC losing three out of their four training coordinators. Given that, they likely won’t be able to offer as much juvenile justice training. Curriculum Committee has talked about offering more trainings if the May trainings go well.

Information Technology Committee
Our website is up and running at www.wjcia.org. Website information will be in the conference binders. In the fall the committee will contact the social work departments and other disciplines to provide them with information about the website. Committee will is trying to have website registered at search engines. We will have links on our website to various other sites. Committee trying to get other websites to add our site as a link from their sites. Committee asked that they be notified of any problems with the site.

Recognition Committee
There is one nomination and and another is being worked on. Board members are to bring up at regional meetings. The deadline is July 1st.

Regional Meetings
Region 1 Met 4/26/03. Next mtg. 7/16/03 in Hayward.
Region 2 Their next meeting is June 25th in Rhinelander.
Region 3 Next meeting is 7/18/03 in Eau Claire
Region 4 Next meeting 5/9/03
Region 5 Next meeting 5/18/03.
Region 6 Next meeting 5/8/03.
Region 7 Next meeting 5/6/03.

Special Assignments
WCSHA - Meeting last week. Discussion regarding reorganization and structure of the TAC committees, which are now called PAC committees (Policy Advisory Committee). Children & Familes and Juvenile Justice will be one PAC. Will appoint an Ad Hoc Committee to work on specific shorter-term projects. Was strongly recommended that WJCIA be a full voting member. Unsure if this will happen due to the definition of a voting member (upper management). There is support for this organization to be involved.
WCCF - Next meeting is 6/4/03.
DJC TAC – The next round of state layoffs will occur in the institutions – approximately 92 people. Also 14 ½ adoption workers were layed off statewide, eliminating two regional adoption offices. The AAA positions are also targeted for elimination. There was also talk about more collaboration between DHFS and DOC. YA billing has been changed. Statewide Venue – The plan is that the directors will sign it at their May conference. It will be reviewed once a year. Committee for Sexual Offender Management– Was reported that they have received the final grant proposal for revisions. By the end of the summer they’ll know whether or not WI gets the grant.
