HIGHLIGHTS OF MINUTES
Legislative Committee Meeting
11/10/05

SB 24 – threats to harm social workers, etc.
On 10/5/05 the Senate passed this bill – it now went to the Assembly.

Act 25 – Budget Bill / ewisacwis records, etc.
Will put this on the agenda for our regional meetings. The committee recommended that the Board send a letter to DHFS requesting an informational memo on this issue. We need to know the definition of “an individual” (in both CHIPS and delinquency cases), along with some other concerns.

SB 226 – Informed consent for minors for inpatient/ outpatient TX (MH & DD)
Those that have read it feel it’s confusing and there are many questions to be answered.

AB 699 – Relating to establishment of medium-security correctional institutions on the grounds of JCI’s
This is for youth age 17-21. Would still have to have sight and sound separation. Will watch.

AB 660 Infant relinquishment
There was a public hearing, and it moved out of committee.

AB 82 – Raising age of criminal prosecution back to age 18.
The committee is recommending that the Committee on Position Statement and Mission take on this issue.

SB 285 – granting 48.13 juvenile court jurisdiction over truants ages 6-10 (grades K-5).
This would essentially be educational neglect. This is new will discuss next meeting.

LRB 2244/3 (no bill number yet) – For truancy referrals on children under 12, the 118.16(5)(a)-(d) requirements would be removed.
Committee strongly oppose this.

SB 284 – Non-caregiver abuse/neglect reports and law enforcement reporting requirements.
This would mostly involve mutual sexual activity cases. It passed the Senate, and is currently in the Assembly Committee on Children and Families. Committee will review.

NEXT MEETING: January 12th.
