WJCIA BOARD OF DIRECTORS

Board of Directors
Anne Achter - President
Anne has been a member of the WJCIA Board of Directors since 2007. Anne has been an employee of the Brown County Human Services Department since 1980 after graduating from UW-Oshkosh that same year. Anne is currently a juvenile court intake worker in the Juvenile Court Services Unit. Anne has held positions in the Child Protection Unit as a CPS investigator, as well as, having been the supervising social worker for the juvenile court Intensive Supervision Program and she has been a juvenile court disposition worker. Anne is a Certified Social Worker.

Jim Schroeter - President Elect Jim has been employed by Marathon County since 1984. His duties included Intake and dispositional work until the Juvenile Court merged with the Department of Social Services in 1999. Currently Jim is the only Intake Worker in Marathon county.He also developed Marathon County's restitution program through restorative justice. Jim was a WJCIA board member from 1993 to 1998.

Kathy Gourdine - Treasurer
Graduated in May, 2000 with a Master's Degree in Social Work from UWM,
Kathy earned her Bachelor's Degree in Social Work at UW-Oshkosh in 1993. She has been employed by Fond du Lac County Social Services since March, 1993, in the juvenile-resource unit. Kathy has served on the WJCIA board since 1995.

Cindy Waller - Secretary
Cindy has been employed at Eau Claire County since August 2001. Initially, Cindy began as a para-professional with the Community Support Program for adults with mental illness. She would assist that population with grocery shopping, household management, laundry, transportation services to appointments etc. Cindy found this to be an interesting experience because she has a son with autism and could relate well to that population from a personal level. Then transferred to the Eau Claire County District Attorney's office and was a Crisis Response Specialist for approximately a year. Cindy provided emotional support to victims of various crimes, assisted with restitution claims, and supported these victims through the various stages of the criminal court process. In 2003, Cindy took on the responsibilities of a Juvenile Court Intake Worker for Eau Claire County that is still court-attached. Cindy conducts intake inquiries for CHIPS, JIPS and Delinquency referrals. She supervises short-term Deferred Prosecution Agreements of the juveniles she places on a DPA's. Cindy is actively involved with a variety of committees and organizations in the county and community. This is Cindy's first term as a member of the WJCIA board and excited about working with the other board members throughout the state.

Jacob Aslakson - Dane County
Kim Boldon
Kim has been employed with Waukesha County since January 1983. Kim started as a child care worker at the Juvenile Center for two years. She then worked as a social worker in the Family Service Unit for four years, and has been doing Juvenile Court Intake for the past twenty years. Kim has been on the board since 2004, serving on the Conference, Training and Curriculum Committees.

Glenda Cooper
Glenda Cooper had been employed at Jackson County from February of 1996 to December of 2007. Her duties have included all aspects of children and family services, but in the last three years, have been focusing on juvenile intake and disposition. In December of 2007, Glenda accepted a supervisor position at Clark County Social Services and supervises initial assessment workers, on-going juvenile justice and child protection workers, and delinquent intake workers. Glenda was a member of the WJCIA Board from 1997 to 2003 and returned to the WJCIA Board in 2007 serving on the legislation and curriculum committees. Glenda has testified at WI State Senate Committee for the Senate Bill 24 (threats of violence to social workers/intake workers).

Joy Lynn George
Joy Lynn has been employed with Pierce County DHS since October 2002 as an on-going Juvenile Justice Social Worker. Most of her caseload consists of juvenile delinquents on dispositional orders with a high number of sex-offenders in the last few years. Joy Lynn helped develop and implement an out-patient sex-offender treatment program for juveniles in Pierce County. She also co-facilitates a Corrective Thinking Group and an Anger Management Group for juveniles. Prior to Pierce County she worked at Dunn County for almost 2 years and Polk County for 5 years doing on-going Juvenile Court Supervision. Joy Lynn graduated from UW-River Falls in 1996 with her BSW, and from Vermilion Community College in 1993 with her Associate of Arts Degree in Law Enforcement. She is a licensed/certified Social Worker in Wisconsin and Minnesota.

Michelle Leccia Michelle has been employed by St. Croix County DHHS since January 2007. She is currently a juvenile court intake worker in the Family & Children’s Services unit. Her duties include conducting intake inquiries for CHIPS, JIPS, and delinquency referrals. Michelle has also worked in the ongoing child protection unit prior to this position. Prior to working for St. Croix County, she was employed by Douglas County DHHS. Michelle graduated from University of Minnesota, Duluth with a Master’s of Social Work and from the University of Wisconsin-Superior with a Bachelor of Science degree in Psychology. Michelle is a licensed Advanced Practice Social Worker in Wisconsin.

Stacy Ledvina
Stacy attended UW-Oshkosh where she obtained her Bachelor’s Degree in Social Work in 1995. In 1996 she went on to UW-Milwaukee where she obtained a Master’s Degree in Social Work, with an emphasis in school social work. Upon graduation she worked for 1 ½ years as a contracted worker with the Manitowoc County Human Services Department in the Long Term Support Unit, working primarily with disabled children. In September 1998 Stacy became a county employee, working in the juvenile court unit as an ongoing social worker. In November, 2006 Stacy became the supervisor of the Youth and Family Services Unit. She supervises juvenile court intake/ongoing and the Intensive Supervision Program. Stacy has been on the WCJIA Board of Directors since 2008. Click here to contact
Laurie Neis
Laurie has been employed as the Juvenile Intake Worker at Lafayette County since 1995. Laurie conducts intake inquiries for CHIPS, JIPS, and delinquency referrals. She supervises all Informal Disposition Agreements and Deferred Prosecution Agreements for the court-attached juvenile intake office. Since Laurie’s election to the WJCIA Board, she has served on Conference, Curriculum, Legislative, Conference Site and the Forms committee.

Jean Nuernberger
Jean has been employed by Taylor County for 29 years. She has been the Juvenile Court Intake Worker since 1991. In this court attached position she conducts intake inquiries for CHIPS, JIPS, and delinquency referrals and custody intake services for the court. In addition to her juvenile court responsibilities she is a mediator and custody evaluator in family court. She also coordinates the class on the effects of divorce on children. She previously worked at Taylor County Human Services beginning in 1981 with the Community Support Program for adults with chronic mental illness. After a funding grant ran out she began work in the Children, Youth and Family unit supervising juveniles on delinquency orders, working with families whose children were in need of the protection or services of the court and licensing foster homes. This is Jean’s second time on the WJCIA Board, previously serving as a board member from 1991 to 1994.

Jodi Peterson
Jodi Petersen has been employed at PCHHS since 1997. She is currently working as a Juvenile Court Intake Social Worker in the Youth and Family Services Section. She performs both Intake duties as well as ongoing case management for juveniles involved in delinquency, parent-child conflict, and truancy issues. Prior to her employment at Portage County, Jodi was employed through Eau Claire County at the Northwest Regional Juvenile Detention Center for 2 ½ years. In addition, she previously worked at the Eau Claire Academy for several years as a residential treatment worker on the Evaluation Unit. Jodi graduated from UWEC in 1994 with a Bachelor’s Degree in Criminal Justice and has since obtained her social work certification. Jodi has been on the WJCIA Board since 2006.

Christopher Pruitt
Christopher Pruitt is currently employed at Rawhide Boys Ranch as Youth Home’s Manager. Prior to Rawhide, Christopher served as a Child Protective Services Social Worker for Rock County DHS from 1991 thru 1993. From 1993 thru 2005, Christopher served Columbia County DHHS as a Juvenile Court Social Worker. Chris was a board member from 1994-97 serving on the legislative and training committees. Chris rejoined the board in 2001. Currently, Chris serves on the Legislative, Conference, Information\Technology and Training Committees. In 2003/04 Christopher served as Board President.

Barb Rahm
Barb has been employed at Wood County Department of Social Services, Marshfield Office, since March 1993. Barb worked in the Family Service Unit until 1999. In 1999, she was assigned to the Juvenile Court Intake Unit where she continues to practice. Prior to her employment with Wood County, she worked at an AODA halfway house for adolescents and as a Prevention Specialist. Barb joined the Board of Directors in September 2005 and is currently serving on the Conference and Training Committees.

Dave Schoonover
Dave has been employed by La Crosse County Human Services since June of 1976. He is a Social Worker III in the Juvenile Justice Service Unit, where he handles intake, custody intake, and ongoing disposition casework. He also handles the Juvenile Court calendar on Wednesday afternoons assisting the courts, DA’s, clients, co-workers, and attorneys making sure the process is understood and run smoothly. He earned his bachelor of art degree in social work from Viterbo College in 1976. During his thirty years at La Crosse County Human Services, he has twenty years experience with Juvenile Justice and ten with CPS. He was active in developing the statewide venue agreement now being used by most counties throughout the state of Wisconsin.
Dave is married and has three daughters, two grandsons, one granddaughter, and a granddaughter on the way. He has refereed the high school sports of basketball and volleyball for the past thirty years.

Kurt Schumacher
After graduating from high school in 1983, Kurt joined the army and was a member of the US Army 18th Airborne Corps from 1983 - 1986. Kurt then enrolled in UW - Stevens Point graduating in 1991 with a major in sociology and a minor in military science. That same year, Kurt received his commission as a Second Lieutenant in the US Army Reserve 1/632 Armor 32nd Infantry BG. From 1991 - 1994, Kurt was a youth counselor/lead therapist with Homme Home Youth and Family Programs. Since 1994, Kurt has worked for the Lincoln County DSS doing CPS investigations for 6 years and in juvenile intake for the past ten years.

Sarah Socha
A Price County worker for the last eleven years, Sarah took on the responsibilities of juvenile-court intake worker in 1995. She has been a WJCIA board member since
1997 and is a member of the Training & Conference committees.

Michelle Weber - Chippewa County
Jeff Weiler
Jeff has been employed at Sauk County Dept. of Human Services since 1998 in the Youth Service Unit. His duties include juvenile court intake and managing an on-going caseload of juveniles experiencing delinquency problems. Jeff has both a bachelors’ and masters’ degree earned at the University of Wisconsin – Madison in 1997 and 1998 respectively. Prior to working at Sauk County Jeff worked for the Dane County Juvenile Court Program and the Wisconsin Department of Corrections: Probation and Parole.

Melissa Williams
Melissa has been employed with Washburn County Health and Human Services
since November 1999, as the Juvenile Court Intake worker. She is half
court attached. Prior to working in Washburn County, Melissa worked in
Polk County for 7 years doing on-going juvenile supervision. Melissa
currently handles all the juvenile intake responsibilities and
supervises all the DPA's. She also coordinates a five-week Anger
Management Program. In 2000, Melissa started a Youth Incentive Program
in Washburn County to recognize those youth that are making positive
choices and changes. Melissa is also an Advisory Committee Board Member
for the Northwest Passage Foundation.
Melissa joined the board in 2006 and serves on the conference and
training committee.

COMMITTEES
LEGISLATIVE:-Kurt Schumacher Chairperson The purpose of this committee is to provide the membership of WJCIA with information regarding current legislation affecting juvenile justice issues. This committee reviews pending legislation, provides legislative updates to the membership, and recommends positions to be taken by the WJCIA Board of Directors. This committee is the direct link between the Board of Directors and officials involved in the legislative process.
TRAINING:-Melissa Williams Chairperson
This committee is responsible for administering the funds that are designated for the provision of the mandated basic intake training, developing the sites and trainers, notifying counties of the dates and places of the training, and coordinating registration for training.
CURRICULUM:-Sarah Socha Chairperson
This committee is responsible for updating the curriculum for the basic intake training, updating and developing appropriate test questions, and evaluating the trainers.
CONFERENCE:- Barb Rahm Chairperson
This committee is responsible for the planning of the next year’s conference. This committee works jointly with the Wisconsin Juvenile Officer’s Association when there is a joint conference with them. This committee develops training curriculum, secures conference presenters, works out the arrangements with the facility, and handles all details regarding the conference. There are normally a few site visits during the year when the committee will meet at the facility the conference will be at. This committee provides information on conference progress to the full board on a regular basis.
MEMBERSHIP:-Cindy Waller Chairperson
This committee coordinates the recruitment of new members, provides a current membership list to relevant committees, and reports to the board regarding membership status.
NEWSLETTER: Anne Achter Chairperson
This committee is responsible for the development, coordination and supervision of the publication of each issue of Prima Facie, the association newsletter.
INTAKE DIRECTORY:- Jim Schroeter Chairperson
This committee is responsible to collect accurate information on each intake office in each county of the state, and annually prepare an intake directory which is sent to each intake office.
BYLAWS:- Dave Schoonover Chairperson
This committee is responsible for the review, update and sometimes development of the WJCIA bylaws, and notifying the Board and the President of relevant protocol.
NOMINATIONS:- Jodi Petersen Chairperson
This committee coordinates the recruitment and receipt of nominations of candidates for the WJCIA Board of Directors.
POSITION STATEMENTS:- Jeff Weiler Chairperson
Responsible for reviewing WJCIA’s current Position Statements, revising them as necessary, and bringing a proposal to the Board for changes in wording, rationale, etc.
CONFERENCE SITE:-Kathy Gourdine Chairperson
Review and recommend sites for conference to Board of Directors
INFORMATION TECHNOLOGY:-Stacy Ledvina Chairperson
Develop and maintain the Association's web site. Review technology requests from Board members and make recommendations on the requests to the Board for consideration
RECOGNITION:- Jim Schroeter Chairperson Review nominations and select recipient of the Associations annual recognition award.

DIVISION OF JUVENILE CORRECTIONS TECHINICAL ADVISORY COMMITTEE:
On January 14,2002 Silvia Jackson, Deputy Administrator of the Division of Juvenile Corrections, invited W.J.C.I.A. to be represented at the T.A.C. meetings. The committee is comprised largely of directors and managers from agencies providing services to juveniles. The committee has studied topics such as truancy, expulsions, information systems, youth aides funding and other issues of statewide interest.
